Agency Dept of Justice Division State Crime Lab Investigation Job Classification Title Forensic Scientist III (S) Position Number 60010775 Grade NC18 About Us The North Carolina Department of Justice, led by the Attorney General of North Carolina, represents the state, state agencies, and elected officials, and defends the rights of the people of North Carolina. The Department handles all state criminal appeals cases and assists district attorneys with complex criminal cases at their request. Additionally, the Department of Justice includes the North Carolina State Crime Lab, the North Carolina Justice Academy, and the Sheriffs' and Criminal Justice Education and Training Standards Divisions.

The State Crime Laboratory of the Department of Justice maintains a full service forensic science laboratory to assist all law enforcement agencies in North Carolina in the investigation of criminal matters. The Laboratory's mission is to provide state-of-the-art forensic services in the areas of drug analysis, blood alcohol/drug content, firearms, latent prints, footwear and tire tracks, forensic biology, computer forensics, and trace evidence. The services are provided from a central laboratory in Raleigh, N.C. and regional laboratories located in Edneyville, N.C. and Greensboro, N.C. This is journey level professional forensic analysis work that requires the analysis of forensic evidence in a crime laboratory setting to determine if the evidence could support a criminal prosecution. Employees examine and analyze evidence from routine to moderately complex casework, make judgments and testify in court as necessary to explain and defend their findings. Employees operate with a high degree of technical independence in the forensic examination of various types of evidence. Employees assist senior Forensic Scientists in the more varied and complex casework while continuing to learn the techniques, methods and practices involved in the examination of more complex cases. Employees conduct consultations and participate in pretrial conferences with prosecutors and defense attorneys, train and advise agents and law enforcement officers, and handle all evidence under stringent chain of custody rules. Employees may be required to perform other duties and responsibilities as assigned. The Forensic Scientist in this position will be required to conduct detailed laboratory examinations and analyses of computer evidence involved in criminal cases at the request of state and local authorities. Computer forensics cases often involve very large amounts of data and can be stored on several different types of media. The Forensic Scientist III will perform casework with a high degree of technical independence in both disciplines within the Section (computer forensics and audio/visual). The Forensic Scientist must stay current in the field of Digital Forensics to keep up with new information being encountered, new technical and analytical procedures, and changes in the laws that would apply directly to the analysis. To stay current, the Forensic Scientist must review scientific and forensic literature, journals, and publications and the Forensic Scientist must attend scientific and forensic seminars and schools. The selected candidate will undergo and must successfully complete a comprehensive background investigation which may take several months to complete.
The background investigation includes:
  • polygraph

  • interviews with associates to include personal and business references, past employers, and neighbors
  • verification of education achievement
  • fingerprinting
  • urinalysis drug screening Out of state applicants: After the initial interview, this may require the applicant to return to the State of North Carolina multiple times at his or her own expense to undergo the background investigation process.
Knowledge Skills and Abilities/Management Preferences Current certifications in digital and / or audio-video forensics (e.g. ISFCE, IACIS, NW3C, LEVA, Cellebrite, Magnet) Minimum Education and Experience Some state job postings say you can qualify by an "equivalent combination of education and experience." Bachelor's degree with a major in computer science, digital forensics, networking, information technology, cyber technology, criminal justice; or forensic science or multi-media studies with coursework in computer science or information technology; or biology, chemistry, physics, biochemistry and other science degrees (if degree includes significant coursework in computer science or information technology); or closely related curriculum from an appropriately accredited institution including coursework in science; and four years of experience performing bench level analysis in digital evidence; or an equivalent combination of education and experience.
