Job Description

Under general supervision from investigator 4 or investigation supervisor or administrative supervisor, independently conducts field investigations (e.g., locates & interviews parties &/or witnesses, conducts surveillance, researches & studies reports, records & documents, verifies information given, conducts correspondence to request information, gathers evidence) of complaints &/or suspected fraud, cooperates with law enforcement officials (e.g., county prosecutor, police, attorney general), assists in criminal prosecution & testifies in court; may read Miranda rights to recipients cited for probable welfare fraud & personally file in court as complaining witness. Conducts field investigations of complaints received from sources concerning alleged violations by welfare recipients, &/or processes non-fraud cases (i.e., amount to be recovered exceeds $35 & either no criminal prosecution is involved due to inability to document probable cause or cost of prosecution exceeds amount of overpayment) for collection (e.g., conducts interviews with recipients, in office or in home, to obtain voluntary agreements of repayment or prepares cases for grant reduction & obtains verifications), processes check replacements & acts as witness when check fraud occurs. Cooperates with law enforcement, judicial & government officials (e.g., county prosecutor, police, judges) to assist in criminal prosecution, repayment, or other avenues of resolution & testifies in court when necessary. Maintains logs & records, compiles & evaluates information & prepares written report of findings &/or recommendations. Assists in establishing investigative procedures for unit or section. (Performs Related Duties as Required) For county job and family services child support positions, requires ability to calculate fractions, decimals & percentages & to read & write common vocabulary plus: 1 course in principles of interviewing (or 1 mo. exp.); 1 course in criminal investigation or investigative methods, practices & procedures (or 3 mos. exp.); 1 course in case preparation techniques (or 1 mo. exp.); 1 course in effective oral communication (or 1 mo. exp.); 1 course in technical writing (or 1 mo. exp. writing detailed technical reports); or equivalent. Valid Driver's License. For county job and family services positions involving criminal investigation of welfare fraud, requires ability to calculate fractions, decimals & percentages & to read & write common vocabulary plus: 1 course in principles of interviewing (or 1 mo. exp.); 1 course in criminal investigation methods) (or 3 mos. exp. in conducting criminal investigations); 1 course in law enforcement (or 3 mos. law enforcement exp.); 1 course in case preparation techniques (or 1 mo. exp.); 1 course in technical writing (or 1 mo. exp. in writing detailed technical reports); 1 course in effective oral communication (or 1 mo. exp.); OR alternative, equivalent evidence of the Minimum Class Requirements.
Driving Requirement :
Must have a valid Driver's License.
Training and Development:
On-job to learn to handle more complex investigations.
