Keysight is seeking a highly motivated Field Regulatory Engineer to join the Product Environmental & Regulatory Compliance (PERCS) team within Customer Experience & Quality (CE&Q). This role is responsible for supporting Keysight's regulatory compliance and market access activities across the United States, Canada, and Latin America . The successful candidate will serve as a key interface between regulators, certification agencies, business units, R D teams, manufacturing partners, quality organizations, and customers to ensure Keysight products continue to meet applicable regional regulatory requirements. The role will develop pragmatic compliance strategies through the following activities: Monitor and influence evolving regulations, coordinate and assist certification activities, provide regulatory guidance to Keysight Hardware Test Center (HTC) staff and supplier quality aligned with Keysight's market access needs. This position contributes directly to CE&Q priorities related to regulatory evolution, business continuity, product compliance, customer support, and supplier compliance. Responsibilities Key Responsibilities Regulatory Compliance Management Lead regulatory compliance activities supporting product market access across the United States, Canada, and Latin America. Interpret, influence and communicate emerging regulatory requirements and assess their impact on Keysight products and services. Provide regulatory guidance to HTC's and supplier quality teams. Support M&A compliance assessments. Participate in industry associations, standards committees, and regulatory working groups, as appropriate. Certification & Market Access Manage relationships with external regulators, testing organizations, and certification providers. Coordinate surveillance activities with regulatory agencies, and certification bodies. Point of escalation for compliance with the CSA requirement. Customer & Business Support Consult and advise on customer inquiries related to regulatory compliance, certifications, and product approvals. Support sales teams, contract reviews, and customer questionnaires requiring regulatory expertise. Partner with Legal, Supply Chain, Manufacturing, Quality, and Product Divisions to address compliance-related issues. Compliance Process Improvement Drive continuous improvement of regulatory compliance processes, tools, and reporting mechanisms. Leverage digital tools, automation, and AI-enabled solutions to improve operational efficiency. Support CE&Q operational metrics, business continuity planning, and succession readiness initiatives. Vendor Management Coordinate objectives, activities, and project improvements for Business owned applications Manage relationships with outsource services, trade associations, and NRTL. Budgeting, spend tracking and quarterly projections for each of the partners above. Qualifications Required Qualifications Education Bachelor's degree in Electrical, Mechanical or Electronics Engineering, Regulatory Affairs, Quality Engineering, Physics, or a related technical discipline. Advanced degree preferred. Experience 10+ years of experience in product regulatory compliance, certification, quality, or engineering roles. Experience supporting market access and regulatory compliance in the United States, Canada, and/or Latin America. Demonstrated experience working with regulatory agencies, certification bodies, and trade associations. Experience managing compliance projects across multiple product lines and business functions. Technical Skills Strong understanding of product regulatory compliance frameworks and approval processes. Knowledge of product safety, EMC, telecommunications, wireless, environmental, or related regulatory requirements. Strong project management and stakeholder management skills. Excellent analytical, problem-solving, and communication abilities. Preferred Qualifications Experience working with North American and Latin American regulatory agencies and certification schemes. Familiarity with standards development processes and industry committees. Experience within electronics, instrumentation, telecommunications, industrial, or technology sectors. Working knowledge of quality systems, business management systems, and lifecycle management processes.
