- One Poverty Response System (OHOPRS) initiative within the Federal Ministry of Humanitarian Affairs and Poverty Reduction (FMHAPR), through the OHOPRS Secretariat and the Poverty Intelligence Lab (PIL), under the Office of the Honourable Minister.
The assignment supports IOM's technical assistance to the Government of Nigeria aimed at strengthening evidence-based policy making, knowledge management, institutional learning, and coordination of humanitarian and poverty reduction interventions. The position will be based in Federal Ministry of Humanitarian Affairs and Poverty Reduction (OHOPRS Secretariat). Reports Directly To (Administrative): IOM Programme Manager Reports Directly To (Technical): Senior Technical Adviser (STA) Policy, Systems Alignment & Coordination Responsibilities The consultant will: Develop high-quality knowledge products to support policy formulation, strategic planning, and executive decision-making within the OHOPRS Secretariat. Translate technical analyses, programme findings, monitoring reports, research outputs, and data insights into clear, concise, and actionable products for senior leadership. Prepare and maintain a range of knowledge products, including policy briefs, strategic insight notes, executive summaries, situation reports, technical papers, ministerial briefing notes, stakeholder briefs, donor briefs, and knowledge digests. Ensure quality assurance, consistency, accuracy, and alignment of all knowledge products with Ministry priorities and OHOPRS objectives. Collaborate with technical advisers, Ministry departments, and development partners to interpret emerging trends, evidence, and programme results. Analyse information from humanitarian, poverty reduction, social protection, and related programmes to identify strategic implications, risks, opportunities, and recommendations for action. Produce strategic advisory notes and decision-support materials highlighting key findings, policy implications, and recommended actions for senior decision-makers. Support the preparation of briefing materials, presentations, talking points, and information packages for the Honourable Minister, Permanent Secretary, senior government officials, and development partners. Contribute to policy discussions and strategic planning processes by ensuring evidence and learning are integrated into decision-making. Design, establish, and operationalize an OHOPRS Knowledge Management Framework and institutional knowledge repository. Establish and maintain systems for document management, information classification, version control, archiving, retrieval, and accessibility of institutional knowledge assets. Manage and regularly update repositories containing OHOPRS documentation, policy documents, technical reports, research outputs, lessons learned, operational guidance, and programme documentation. Promote knowledge sharing, institutional learning, and collaboration across Ministry departments, implementing partners, and development stakeholders. Support the development and implementation of knowledge management standards, tools, templates, protocols, and operating procedures. Ensure systematic documentation of major OHOPRS activities, including technical workshops, steering committee meetings, policy dialogues, ministerial engagements, development partner consultations, programme reviews, and field missions. Prepare comprehensive outcome reports, meeting records, proceedings reports, decision logs, action trackers, technical summaries, and other documentation products as required. Maintain institutional records that strengthen organizational memory, accountability, and continuity of operations. Package technical information into audience-specific products for ministerial leadership, government stakeholders, development partners, donors, and technical working groups. Support dissemination of strategic knowledge products while ensuring complementarity with the Ministry's communications and public relations functions. Capture, document, and promote lessons learned, good practices, innovations, and emerging evidence from humanitarian and poverty reduction programmes. Facilitate learning processes and contribute to adaptive management, policy refinement, programme design, systems strengthening, and implementation of the OHOPRS and Poverty Exit Pathways Framework. Lead the preparation of institutional learning products, knowledge reviews, and evidence summaries to support continuous improvement. Collaborate with government institutions, development partners, United Nations agencies, academic institutions, and technical experts to strengthen evidence generation and knowledge-sharing ecosystems. Support engagement and knowledge-sharing initiatives with key stakeholders, including the World Bank, UNICEF, UNDP, ILO, WFP, IPA, and other partners. Represent the knowledge management function in technical consultations, coordination meetings, and working groups as delegated. Foster collaboration between policy, technical, operational, and analytical teams to enhance evidence-informed decision-making. Perform any other related duties as may be assigned by the technical supervisor, the OHOPRS Secretariat, or IOM management in support of the objectives of the assignment. Experience Minimum seven (7) years of progressively responsible professional experience in knowledge management, policy analysis, research, institutional learning, governance, humanitarian programming, social protection, development planning, or related areas. Demonstrated experience supporting senior government officials, international organizations, UN agencies, or development partners. Proven experience producing strategic policy documents, analytical reports, executive briefs, and knowledge products. Experience establishing and managing knowledge management systems and repositories. Experience supporting national policy reform initiatives and multi-stakeholder coordination processes. Previous experience working with Government of Nigeria institutions and development partners is an advantage. Skills Excellent analytical and report-writing skills.
