LOCATION OF POSITION

Coordinating Office�\r\nHazardous Materials Transportation Section\r\n1800 Washington Blvd.\r\nBaltimore, MD 21230\r\n Main Purpose of Job The core responsibilities for the\r\nEnvironmental Compliance Specialist IV position, which serves as the Lead\r\nHazardous Materials Specialist is to serve as a lead technical expert and\r\nassisting with the training of new and current staff and ensuring compliance\r\nwith Maryland state regulations and federal requirements at hazardous materials\r\ntransportation facilities and during en-route shipments. This includes\r\nproviding response, professional technical assistance, compliance solutions,\r\nand oversight for the remediation of transportation-related incidents involving\r\nthe release or threat of release of regulated substances.\r\nThe working conditions for this\r\nposition consist of: \r\n\r\n\r\n\r\n The incumbent working outside in\r\n all weather conditions which involve�exposure to hazardous conditions that\r\n may result in injury​ such as working roadside next to moving traffic on major\r\n highways and secondary roads​, working alongside sworn law enforcement\r\n personnel performing live traffic stops​, potential exposure to hazardous\r\n materials, vehicle exhaust, extreme heat, and extreme cold. This includes any\r\n other potential dangers associated with hazardous materials, emergency response\r\n and roadside DOT enforcement activities.​\r\n ​The physical demands\r\n include�lifting 50 pounds or more, climbing into, onto, and under\r\n commercial vehicles, and lifting, carrying, and operating spill mitigation\r\n equipment, and donning personal protective equipment. \r\n Routine use of protective equipment\r\n includes coveralls, ballistic protection, safety boots, eye protection, and\r\n gloves​.�Use of respiratory protection and chemical protective suits\r\n during incidents or special investigations to prevent self-contamination or\r\n exposure to hazardous materials. The use of�any other personal protective\r\n equipment as assigned or deemed necessary.\r\n\r\n\r\nThe selected candidate will\r\nperform field duties throughout Baltimore City and surrounding Maryland\r\ncounties.\r\n

Driver's License:

�A\r\nvalid driver's license with no more than five points is required to operate a\r\nState vehicle.\r\n

Out-of-State Licenses:

�If you hold an out-of-state license, you must provide a certified\r\ncopy of your driving record from the appropriate Motor Vehicle Administration\r\nat the time of appointment.\r\n

MINIMUM QUALIFICATIONS

Experience:

�Seven years of experience performing environmental regulatory compliance work in the areas of water pollution control; sediment and erosion control; tidal and non-tidal wetlands; flood control and waterway construction; storm water management; coal, non-coal and surface mining; air quality and air management control; solid waste management; hazardous waste control; and oil pollution control.\r\n

Notes:

\r\n1. Candidates may substitute sixty credit hours from an accredited college or university which includes thirty credit hours in any combination of disciples such as earth science, environmental science, geology, civil or environmental�engineering, biology, chemistry, agronomy, forestry or other related discipline and two years of experience performing environmental regulatory inspection or investigation work related to State, federal or local regulation, code or standard compliance for four years of the required experience.\r\n2.�Candidates may substitute the possession of a Bachelor's�degree from an accredited college or university in earth�science, environmental science, geology, civil or�environmental engineering, biology, chemistry, agronomy, forestry or other related discipline and three years of�experience performing environmental regulatory compliance�work in more than one of the following areas: water pollution�control; sediment and erosion control; tidal and non-tidal wetlands; flood control and waterway construction;�storm water management; coal, non-coal and surface mining; air quality and air management control; solid waste management; hazardous waste control; and oil pollution�control for the required experience.\r\n3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural�Resources specialty codes in the Engineering and Natural Resources field of work on a year-for-year basis for the required experience.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected\r\ncandidate has the following: \r\n\r\n\r\n\r\n Experience as a hazardous\r\n materials technician or as a member of a hazardous materials team. \r\n Skilled work experience\r\n responding to hazardous materials incidents. \r\n Experience operating an\r\n emergency vehicle.\r\n Skilled work experience\r\n investigating or assisting in investigating post-crash vehicle collisions to\r\n determine pre-crash and post-crash vehicle defects.\r\n Certified/Training as a\r\n primary screener to operate a Personal Radiation/Nuclear Detection (PRND)\r\n device. \r\n Experience in a leadership\r\n role.\r\n\r\n\r\n�\r\nAlso, it is preferred that the\r\nselected candidate has the following MCSA/CVSA\r\nRoadside CMV Inspection Certifications. \r\n\r\n\r\n\r\n Current FMCSA North American\r\n Standard Part A Certification.\r\n FMCSA North American\r\n Standard Part B Certification.\r\n FMCSA General Hazardous\r\n Materials Inspector.\r\n FMCSA Cargo Tank Inspector.\r\n FMCSA Other Bulk Package.\r\n CVSA Transuranic Waste and\r\n Highway Route Control RAM Level VI Certification.\r\n\r\n\r\n

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees in this classification may be required to obtain and maintain certification or license in the designated environmental compliance area. \r\n
