Air and Radiation Administration�\r\nAir Quality Compliance Program \r\nIndustrial Compliance Division \r\n1800 Washington Blvd.\r\nBaltimore, MD 21230\r\n�\r\n Main Purpose of Job The Regulatory and Compliance Engineer Senior primary responsibility is to conduct advanced compliance and\r\nenforcement activities for complex regulated sources of air pollution. The role\r\nserves as a primary subject matter expert, providing technical expertise and\r\nguidance to the Program and to ARA regarding air pollution emissions and\r\ncontrol from power plants and other large, complex sources.\r\n�\r\nThe core responsibilities and duties for this position in\r\nsupport of the Department's mission:\r\n�\r\n\r\n

Subject Matter Expertise:

Serve as the primary subject\r\n matter expert on air pollution from power plants and large complex sources,\r\n providing technical guidance regarding air emissions, pollution controls, and\r\n regulatory schemes.\r\n\r\n\r\n

Program Collaboration:

Work with other ARA Programs to\r\n support permit issuance and regulatory development by conducting inspections,\r\n attending meetings, reviewing draft permits, and providing expert technical\r\n assistance on draft regulations and air pollution plans.\r\n\r\n\r\n

Enforcement and Compliance:

Conduct activities at assigned\r\n sources to ensure industrial facilities in Maryland comply with state and\r\n Federal air quality requirements. This includes performing inspections,\r\n reviewing compliance and emission certification reports, and documenting\r\n violations by issuing Notices of Violations.\r\n\r\n\r\n

Case Preparation:

Prepare comprehensive background\r\n information for assigned enforcement cases, including chronologies, evidence of\r\n violations, and draft enforcement documents to ensure a return to compliance.\r\n\r\n\r\n

Citizen Response:

Professionally investigate and respond to\r\n citizen air pollution complaints.\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n�\r\nThe�working conditions​ involve exposure to unpleasant\r\nsurroundings,��physical demands, and protective equipment\r\nrequirements​:\r\n\r\nInspection of industrial sites may include exposure to inclement weather,\r\nstrong odors, high levels of heat and/or noise from process equipment, and\r\ngenerally dirty conditions.\r\n\r\n​Physical demands include lifting 50 pounds or more and climbing ladders.\r\nInspections occasionally require accessing the roof of a building, which may\r\nrequire climbing a ladder.\r\n\r\nThe use of protective equipment such as goggles, gloves, and masks. Industrial\r\nsites generally require this equipment to be worn to gain access to the site.\r\n�\r\nThis position involves conducting inspections at facilities throughout\r\nBaltimore City and surrounding Maryland counties.\r\n�\r\n

Driver's License:

�A\r\nvalid driver's license with no more than five points is required to operate a\r\nState vehicle.\r\n

Out-of-State Licenses:

�If\r\nyou hold an out-of-state license, you must provide a certified copy of your\r\ndriving record from the appropriate Motor Vehicle Administration at the time of\r\nappointment.\r\n

MINIMUM QUALIFICATIONS

Education:

�� A Bachelor's degree in engineering or architecture from an accredited college or university.\r\n

Experience:

Three years of engineering or architectural experience in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety to ensure regulatory or quality compliance with engineering/architectural standards, practices, principles and methods.\r\n

Notes:

\r\n1.�Candidates may substitute the possession of a Bachelor's degree from an accredited college or university with at��������� least 20 credit hours in engineering and two years performing engineering architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety or related areas for the required education.\r\n2. Candidates may substitute the possession of a Master's degree in engineering or architecture from an accredited college or university for up to one year of the required experience.\r\n3.�Candidates may substitute the possession of a current Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements for the required education and one year of the required experience.\r\n4.�Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required experience and education.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the\r\nfollowing:\r\n�\r\nHave three (3) years of experience in an air quality field.\r\nKnowledge of air quality compliance�and inspection\r\nprotocols. \r\n

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland. \r\n

Employees in this classification may be subject to call-in twenty-four hours a day, and, therefore, may be required to provide the employing agency with a telephone number where they can be reached. \r\n
