Job Description

The Environmental Resources Technician supports the City's environmental initiatives by assisting with the planning, coordination, and implementation of policies, programs, and projects aligned with City environmental goals and standards. This position supports a wide range of programs, including stormwater and surface water management, water and energy conservation, environmental protection, vegetation management, solid waste and recycling, and other environmental initiatives. Key responsibilities include supporting implementation of the City's Environmental Stewardship Plan; conducting field inspections; coordinating and administering programs; managing and analyzing data; engaging and educating the community; and assisting with grant writing and reporting. The position requires strong written and verbal communication skills and the ability to represent the City professionally and positively with residents, businesses, and partner agencies. This part-time position includes pro-rated vacation, sick and holidays as well as Pera Pension Stormwater Management This position supports environmental staff in developing, implementing, and maintaining the City's stormwater Best Management Practice (BMP) inspection and maintenance program for public and private properties. Responsibilities include conducting field inspections; documenting findings; preparing reports; and communicating maintenance requirements to City staff, property owners, and consultants. The role coordinates follow-up inspections and compliance activities, maintains accurate records for BMP performance tracking and MS4 permit compliance, and assists with erosion control inspections, enforcement actions, annual MS4 reporting, and permit updates. Additional duties include supporting annual City BMP infrastructure assessments and maintenance recommendations, tracking operation and maintenance agreements and preventative maintenance items for stormwater systems and BMP devices, managing drainage complaints, and reviewing development plans for compliance with City regulations. Environmental Stewardship and Sustainability This position supports the implementation of the Environmental Stewardship Plan through planning, coordination, and execution of environmental, sustainability and resilience initiatives. Duties include researching and making recommendations related to environmental programs and policies and coordinating community outreach and events that promote environmental awareness. Responsibilities also include representing the Environmental Division at public meetings and community events; supporting water conservation programs and pilot initiatives; and supporting recycling and waste-reduction efforts, including expansion of food-waste collection and improvements to recycling at City facilities, multifamily properties, and commercial sites. The position also involves pursuing grants and funding opportunities; developing outreach materials (e.g., website content, newsletters, social media, and presentations); and assisting with council letters, reports, resolutions, and agreements related to environmental programs. General and Administrative This position supports tracking and reporting of environmental and energy performance metrics while maintaining professional communication and positive working relationships with residents, developers, contractors, and partner agencies. The position is expected to uphold the City's Exceeding Expectations philosophy by demonstrating professionalism, responsiveness, and leadership in all interactions. Additional responsibilities include performing other duties as assigned in support of the City's environmental and operational goals.
MINIMUM QUALIFICATIONS
: Bachelor's degree (or ability to obtain bachelor's degree within 6 months) in Biology, Environmental Science, Natural Resources, Geology, Hydrogeology, Hydrology, Engineering or related field. Experience using Microsoft Word and Excel or comparable computer programs. Valid driver's license and ability to operate a vehicle for work-related duties.
PREFERRED QUALIFICATIONS
: Six months to two years progressively responsible experience in a directly related field. Municipal experience in environmental, engineering or public works. Experience with surface water/stormwater management, the state's water quality regulations, and groundwater and surface water protection. Ability to read and interpret maps, plats, plans, easement documents, ArcMap, and experience with GPS and basic survey equipment. Knowledge of city infrastructure, particularly stormwater systems, and ability to inspect existing or under-construction infrastructure.

The employee is occasionally required to walk; use hands to finger, handle, or feel objects, tools, or controls; and reach with hands and arms. Requires frequent use of personal computer, including word processing and spreadsheet programs; telephone, copy machine, fax machine, transcription equipment and calculator. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
WORK ENVIRONMENT
Work is performed in both field and office settings. Field work occurs in outdoor construction settings, sometimes near moving equipment, traffic, or elevated areas. The employee may be exposed to weather, dust, fumes, noise, vibration, and other typical construction site conditions. Office work is generally quiet to moderate. The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. While performing the duties of this job, the employee occasionally works in outside weather conditions. The employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration.
