Job Description

Work Unit Overview:
The Environmental Health Department of Custer County addresses the interaction between human health and the environment. Through a variety of programs and services, the department provides public health protection, educational and training opportunities, timely and beneficial information, and enforces health protection standards as outlined by State of Montana and Federal guidelines.
Job Summary:
The Full-Time Sanitarian performs a range of professional duties related to environmental health and sanitation to protect people and communities from public health risks. Responsibilities include conducting inspections, investigations, and regulatory activities in settings such as food service establishments, public accommodations, water and sewage treatment systems, septic systems, and other facilities governed by health and safety regulations. Essential Functions (Major Duties or Responsibilities): These duties are the essential functions and are not all-inclusive of all duties that the incumbent performs. Conduct field inspections of food service establishments, public accommodations, facilities within city and county parks including swimming pool and drinking water supplies, septic systems, water and sewage treatment systems, nursing homes, hospital and medical facilities, trailer courts, campgrounds, day care facilities, group homes, long-term and adult care facilities, diagnostic and treatment centers, and public and school kitchens to ensure compliance with health regulations. Perform field tests and soil evaluations for public water supplies, septic systems, and water treatment facilities; document findings and deficiencies, recommend improvements, and conduct follow-up inspections. Enforce health protection standards and recommend actions against violators; conduct sanitary surveys and enforce codes for licensed establishments. Provide technical and regulatory assistance to the public regarding environmental health issues such as air and water quality, septic problems, food safety, hazardous material spills, and communicable diseases. Analyze and review septic permit applications, conduct site evaluations, inspect wastewater treatment system installations, and issue permits in accordance with regulations. Review plans for new or remodeled food service establishments and public accommodations for compliance; assist in correcting noncompliance and coordinate permitting processes. Conduct health education meetings and training for the public and food service employees on safe food handling and illness prevention. Investigate complaints on unsanitary conditions and nuisances, determine violations, and recommend appropriate responses. Maintain accurate records and reports of inspections, investigations, and findings. May be required to testify in court regarding enforcement actions. Perform duties outlined in the department's disaster manual during emergencies. Manage special projects, prepare activity reports, attend meetings and conferences, and participate in ongoing training. Physical Demands and Working Conditions Requires climbing ladders, crawling in confined spaces, bending, stooping, and kneeling during inspections. May lift up to 15 pounds frequently and occasionally up to 75 pounds. Work is performed in both office and varied field settings, including exposure to all weather conditions. Potential exposure to environmental hazards and hazardous materials; use of protective equipment may be required. Occasional interaction with hostile individuals during enforcement activities. Travel within the county for inspections and investigations; periodic travel outside the county for training or meetings.
Supervision Received:
Reports to Custer County Commissioners. Works independently within established guidelines and procedures; may receive guidance for complex or unusual situations from the state.
Probationary Period:
This job position has a probationary period of 12 months with an option to extend the probationary period up to 18 months.
Knowledge, Skills and Abilities:
Knowledge of environmental health rules and laws, disease control, food protection, air pollution control, water supply and treatment, wastewater treatment and disposal, solid waste management, and vector control. Understanding of physical and life sciences, public health regulations, research and investigation techniques, and environmental health management principles. Skill in database and office software use, investigative techniques, and public relations. Ability to determine compliance with regulations, assess environmental/sanitary situations, communicate effectively, maintain accurate records, and handle emergency situations. Ability to work independently, prioritize tasks, and interact tactfully with the public and other agencies. Education and Experience Bachelor's degree in environmental health, chemical or biological sciences, or a closely related field from an accredited college or university. Current license as a Registered Sanitarian (RS) in Montana or ability to obtain licensure within one year of hire. Three years of experience as a Sanitarian or in a closely related field, or an equivalent combination of education and experience. Valid Montana driver's license required. Employment is contingent upon successful completion of a background check. Custer County follows all EEOC guidance, federal and state laws regarding background screening.
