Job Description

The Environmental Services Manager serves as a critical leader for the City of Albuquerque, overseeing the comprehensive management of closed landfills, related environmental monitoring programs, and strategic city-wide environmental initiatives. This role ensures total regulatory compliance, operational efficiency, and the highest safety standards across all daily site activities. Beyond closed landfill oversight, the Manager acts as a technical advisor to City leadership on special environmental projects, navigating complex federal and state regulations to protect public health and the local ecosystem. ESSENTIAL FUNCTIONS
Essential functions may include, but are not limited to the functions listed below. Must be able to perform the essential functions of the job with or without a reasonable accommodation. Assume full management responsibility for staff overseeing environmental compliance and sustainability initiatives for landfill sites. Manage and oversee complex monitoring of groundwater, gas, leachate, storm water, and air emissions; prepare and submit compliance reports to regulatory agencies. Review and analyze active and inactive landfill waste facilities to ensure regulatory compliance and environmental safety. Oversee the management of landfill gas systems, including methane gas distribution and Flair system operations. Facilitate cross-agency training on emission monitoring protocols and four-gas meter standards to support consistent and informed practices across departments. Manage and participate in the development and implementation of goals, objectives, polices, and priorities for assign programs; recommend and administer policies and procedures. Develop and implement strategic goals and objectives, policies and procedures for the division. Provide aerial support for landfill operations and environmental monitoring using drones to capture site topography, monitor landfill cover integrity, and assess gas venting systems; ensure aerial operations comply with Federal Aviation Administration (FAA) regulations and internal safety protocols. Coordinate environmental compliance, groundwater protection and monitoring, landfill monitoring, landfill health and safety, hazardous waste, with other divisions and agencies. Select, train, motivate and evaluate division personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures. Prioritize, establish, and maintain appropriate service and staffing levels including training initiatives, monitor and evaluate service efficiency and effectiveness allocating resources where needed. Provide expert guidance on specialized permits and landfill buffer zone regulations to City, State, Federal Agencies, contractors and general public. Collect, identify, analyze, and report data on future environmental problems regarding municipal environmental conditions; provide data and reporting through EquIS and other environmental and geotechnical data software. Participate in the development and administration of assigned budget; forecast funds needing for staffing, equipment, materials, and supplies; monitor and approve expenditures; recommend adjustments as necessary. Provide responsive support to leadership and collaborate with other divisions, departments as needed to advance organizational goals and ensure operational efficiency.
SUPPLEMENTAL FUNCTIONS
Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of environmental health and landfill rules and regulations. Perform related duties and responsibilities as required. Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis. Bachelor's degree from an accredited college or university environmental engineering, environmental science, or related field preferred; and Seven (7) years of managerial experience in solid waste operations or landfill operations preferred; and To include four (4) years of supervisory experience preferred.
ADDITIONAL REQUIREMENTS
Possession of a valid New Mexico Driver's License, or the ability to obtain by date of hire. Possession of a City Operator's Permit (COP) within six (6) months from date of hire. Possession of OSHA 40-hour
HAZWOPER
training within six months (6) from date of hire. Federal Aviation Administration Drone License within six (6) months from date of hire. Four Gas meter certificate within six (6) months from date of hire. Emissions testing certification within six (6) months from date of hire. Must have the ability to work flexible hours, including nights, weekends and holidays as required.
Environmental:
Office and field environment; travel from site to site; exposure to inclement weather conditions; landfill environments; possible exposure to hazardous chemicals or infectious diseases; exposure to computer screens.
Physical Requirements:
Essential and supplemental functions may require physical condition, necessary for kneeling, stooping, crawling, walking, standing or sitting for prolonged periods of time; operating motorized vehicles. Fine motor to operate drones and associated equipment; ability to lift and carry light weight equipment. May require the use of personal protective equipment, such as hard hats, masks, or respirators.
