The Director of Right of Way Training leads ORC's technical training function across both internal workforce development and external client-facing training engagements. Sitting within the People & OD department and reporting to the VP of People & OD, this role serves as ORC's most senior technical voice on Right of Way subject matter- bringing the deep expertise in URA, relocation assistance, acquisition practices, title, and eminent domain that the People & OD team does not have internally. This Director owns the external training portfolio
- managing active client contracts, pursuing new training engagements, and ensuring ORC delivers with the quality and credibility that has built its reputation in the industry. Internally, they serve as the technical backbone of ORC's workforce development strategy
- partnering with the VP and L&OD Specialist to design and deliver role-based training, define competency progressions across agent levels, and build the scalable learning infrastructure that supports ORC's growth. This role also builds and manages a bench of contract SMEs
- identifying, engaging, and overseeing external instructors and technical contributors who expand ORC's delivery capacity without adding permanent headcount. Contracting decisions are made in partnership with the VP of People & OD. Collaboration with operations leadership
- including field leaders and project managers

- from scope alignment and scheduling through delivery, debriefs, and renewals. Support business development for new training opportunities by providing technical content for proposals, participating in presentations, and leveraging industry relationships. Contribute to ORC's growing university microcredential partnership with WVU
- ensuring curriculum integrity, industry alignment, and ORC's credibility as a knowledge partner.
- with contracting decisions made in partnership with the VP of People & OD. Onboard and orient contract SMEs to ORC's training standards, delivery expectations, and quality benchmarks. Manage SME assignments across active engagements
- matching expertise to contract requirements and ensuring delivery quality.
- from early career through senior and specialized ROW practitioners. Audit and integrate existing client SOPs, project manager-owned content, and field knowledge into structured, role-based learning plans within ORC Academy. Surface technical learning gaps that are invisible to non-ROW practitioners
- identifying what managers may not know to ask for, and building content that addresses those gaps proactively. Provide technical advisory input on training strategy, curriculum sequencing, and content development priorities across all People & OD initiatives. Curriculum Development & Training Content Develop, review, and maintain technically accurate training materials
- including presentations, manuals, course content, and instructional resources
- aligned with current ROW regulations and ORC standards.
- establishing and maintaining a quality review process for all content published or delivered externally. Training Delivery & Instruction Deliver instructor-led ROW training for internal employees across career stages
- including onboarding cohorts, early career programs, role-specific skill development, and leadership-level technical education.
- from new-to-industry professionals entering through early or second career programs to experienced senior ROW practitioners.
Minimum Requirements:
10+ years of substantive experience in the Right of Way industry, with demonstrated depth across multiple technical domains- including URA compliance, relocation assistance, and acquisition practices. Strong working knowledge of at least two of the following: eminent domain process, title diligence, valuation and appraisal concepts, ROW laws and regulations across multiple states. Proven experience delivering or facilitating technical training, workshops, or professional education for adult learners
- in classroom, virtual, or hybrid formats.
Bonus Points if you have:
SR/WA designation or equivalent industry credential. Experience developing training programs, manuals, competency frameworks, or course catalogues. Familiarity with LMS or LXP platforms, SCORM content, or eLearning authoring tools (e.g., Articulate Rise). Experience managing contract SMEs, coordinating multi-instructor delivery, or overseeing training project scope. Background in adult learning principles, instructional design methodology, or workforce development strategy. Curiosity about and comfort with AI-enabled learning tools and modern L&D practices. While performing the duties of this job, the employee is regularly required to clearly communicate and exchange information in person, via phone and email. Substantial repetitive movements of the wrists, hands and/or fingers due to high amounts of computer usage and typing. Expected to spend long spans of time in front of a computer screen. Able to read, understand and interpret department related documents and data. This is a largely sedentary role; however, the employee is occasionally required to move about inside the office to access files, office equipment and to interact with other members of the staff.
