This role supports the company's compliance with requirements tied to the Rural Digital Opportunity Fund (RDOF), the Broadband Equity, Access, and Deployment (BEAD) Program, and environmental permitting at the federal, state, and local levels. It is responsible for coordinating and managing the administrative and procedural aspects of environmental permitting and Environmental Planning & Historic Preservation (EHP) reviews, including organizing documentation, tracking approvals, facilitating agency communication, and ensuring all requirements are met in alignment with project timelines. The specialist partners with agencies, consultants, and internal teams to maintain compliance with environmental regulations while minimizing project risk and delays.

Associate or bachelor's degree in environmental science, Public Policy, Telecommunications, Business, or a related field 5-8 years of experience in telecom, infrastructure, government programs, regulatory reporting, or environmental compliance Familiarity with broadband funding programs (e.g., RDOF, ARPA, CAF, BEAD) and related regulations is a plus Excellent organizational, communication, and time management skills Proficiency with spreadsheets and data tracking tools (Excel, Google Sheets, Smartsheet, etc.) Experience with
GIS, FCC
portals, NTIA APPEIT tool, or project management software is a plus Strong attention to detail and the ability to manage multiple tasks and deadlines Ability to work independently and with a team in a remote work environment Key Responsibilities Environmental Filing & Permitting Demonstrated qualified experience supporting broadband and wireless infrastructure projects by gathering necessary information and assisting in the preparation of National Environmental Policy Act (NEPA) documentation and section 106 reviews in coordination with the Advisory Council on Historic Preservation (ACHP) and other regulatory agencies Support environmental and permitting requirements for federally funded broadband programs such as BEAD by conducting research, gathering, and analyzing data (including GIS), capturing key discussion points from departmental roundtables, and contributing to grant related compliance documentation under senior direction Support the preparation and submission of required environmental documentation (e.g., NEPA, SHPO, USFWS, tribal consultations, local permitting) Utilize government mandated tools to assess potential environmental and cultural impacts associated with the project Collaborate with consultants, agencies, and internal teams to gather and manage environmental review data Track permit status and ensure timely filing and approval to keep construction schedules on track Help maintain organized records of environmental assessments and determinations for project areas
RDOF & BEAD
Program Support Assist in preparing and submitting FCC-mandated filings (e.g., Broadband Data Collection, HUBB, performance testing reports, location milestone reports) Track build-out milestones and performance obligations for RDOF and other federal or state funding programs Coordinate with internal teams (engineering, construction, GIS, and finance) to collect and verify build-out data Help monitor regulatory changes that impact broadband deployment and funding compliance Assist in tracking and organizing FCC-mandated broadband speed and latency testing for RDOF and other programs Support BEAD grant compliance efforts by helping document eligible expenses, reporting metrics, and mapping coverage data Plan methods to actively and timely meet all BEAD regulatory obligations Compliance Monitoring & Records Management Maintain organized, audit ready records for regulatory submissions and correspondence Maintain and manage comprehensive regulatory calendars for RDOF, BEAD, NEPA, and other broadband-related obligations Assist in the running of the

database and/or other governmental and environmental GIS tools to assess
NEPA /NHPA
