Job Description

Has thorough knowledge of the methods, procedures and policies of the City of Indian Harbour Beach as such pertain to the performance of the essential duties of a Fire Marshal and Code Enforcement Official. Has considerable knowledge of municipal fire protection engineering design and planning, with respect to facility operations, construction, and maintenance. Has considerable knowledge of the methods, practices, procedures, materials, and equipment applicable to establishing and maintaining fire protection standards in accordance with regulatory standards. Has thorough knowledge of the laws, ordinances, standards, and regulations pertaining to the essential duties and responsibilities of the position. Has considerable knowledge of the organization of the department, and of related departments and agencies. Has thorough knowledge of fire hazards and their elimination and has the ability to communicate this effectively through public education. Clearly understands the occupational hazards and safety precautions required to perform the essential functions of the work. Has considerable knowledge of municipal grading schedule of building and electrical code. Has thorough knowledge of terminology and related professional languages used within the department as such pertain to work responsibilities. Knows how to maintain cooperative and effective relationships with intra- and interdepartmental personnel, as well as any external entities with which position interacts. Maintains high standards of accuracy in exercising duties and responsibilities. Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintains high quality communication and interaction with internal and external entities with whom the position interacts. Performs described essential functions and related assignments efficiently and effectively in order to produce quantity of work which consistently meets established standards and expectations. Assumes responsibility for completing assigned work. Completes assigned work within deadlines in accordance with directives, policy, standards, and prescribed procedures. Maintains accountability for assigned responsibilities in the technical, human, and conceptual areas. Attends and remains at work regularly and adheres to policies and procedures regarding absenteeism and tardiness. Provides adequate notice to the Fire Chief, or his designee, with respect to vacation time and leave requests. Maintains an enthusiastic, self-reliant, and self-starting approach to meet job responsibilities and accountabilities. Strives to anticipate work to be accomplished and initiates proper and acceptable action for the completion of work with a minimum of supervision and instruction and functions as a team player. Exercises analytical judgment in areas of responsibility. Identifies issues or situations as they occur and specifies decision objectives. Identifies or assists in identifying alternative solutions to issues or situations. Implements decisions in accordance with prescribed and effective policies and procedures and with a minimum of errors. Reports to the Fire Chief and accepts supervisory instruction and direction and strives to meet the goals and objectives of same. Questions such instruction and direction when clarification of results or consequences is justified (i.e., poor communications, variance with established policies or procedures, etc.). Offers suggestions and recommendations to encourage and improve cooperation intra- and inter-departmentally. Will frequently correspond with the building department to achieve a seamless delivery of code compliance services. Shares knowledge with managers, supervisors, and co-workers for mutual benefit. Contributes to maintaining high morale among all employees. Develops and maintains cooperative and courteous relationships inter- and intra-departmentally, and with external entities with whom the position interacts. Tactfully and effectively handles requests, suggestions, and complaints in order to establish and maintain goodwill. Emphasizes the importance of maintaining a positive image. Plans and organizes daily work routine. Establishes priorities for the completion of work in accordance with sound time-management methodology. Avoids duplication of effort. Estimates expected time of completion of work elements and establishes a personal schedule accordingly. Attends required meetings, planning sessions and discussions on time. Implements work activity in accordance with priorities and estimated schedules. Provide annual fire safety inspections for all occupancies within the City permitted by the City's Comprehensive Plan and the City's zoning ordinance. Review permits for multiple family structures and commercial structures, fire stand-pipe systems for multi-story structures, fire sprinkler systems, exhaust hood systems, automatic fire extinguisher systems, alarm systems, burn permits, water flow test, fire suppression systems, fuel tank replacement, fuel tank abandonment and disposal, and similar applications and permits. Provide review and comments for site plans on multiple family residential units and commercial structures, with emphasis on location of fire hydrants, water capacity and pressure, egress-exit considerations, smoke alarms, dead-end corridors, fire walls, and other similar construction requirements. Supervision of removal of hazardous materials. Liaison with state fire marshal as necessary. Plan, direct, and coordinate fire prevention services. Maintain files, records and reports of fire marshal activities within the City as required by Chapter 119, Florida Statutes, as public records of the City. Serve notices of violation of fire codes and other building codes. Provides monthly reports to the Fire Chief. Performs other related duties as may be lawfully required by the Fire Chief or City Manager. Reviews and studies City-related regulations to stay informed of changes in applicable codes and ordinances. Attends necessary classes and seminars in order to maintain minimum certifications and enhance personal knowledge/skills and professionalism. Requires the ability to evaluate, audit, deduce, and/or assess data and/or information using established criteria. Includes exercise of discretion in determining actual or probable consequences, and in referencing such evaluation to identify and select alternatives. Requires the ability provide guidance, assistance, and/or interpretation to others on how to apply procedures and standards to specific situations. Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, computers, tools, and/or materials used in performing essential functions. Requires the ability to utilize a variety of advisory and design data and information, maps, diagrams, regulatory and engineering standards, fire protection regulatory standards, and design information. Requires the ability to calculate decimals and percentages; ability to perform mathematical operations with fractions; ability to calculate surface areas, volumes, weights, and measures. Requires ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic, or schedule form. Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives. Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving evaluation of information against measurable or verifiable criteria. Requires the ability to determine loss valuation using acceptable practices and procedures. Requires the ability to communicate in English both orally and in writing. The ability to communicate in other languages is a plus. Possess and maintain a valid Florida State Driver's License. Possess and maintain valid State of Florida Municipal Fire Safety Inspector certification. Possess and maintain a State of Florida Emergency Medical Technician license. Possess and maintain Level 1 Code Enforcement Certification as recognized and administered by the Florida Association of Code Enforcement (FACE). State of Florida Fire Investigator Certificate is desired. Must maintain all above required certifications, education and training and be able to continuously be qualified to serve as a fire marshal under the laws of the State of Florida and the rules of applicable government agencies. High school graduation or possession of an acceptable equivalency diploma. Two (2) to three (3) years' experience in extensive public contact work. Eight (8) years of progressively responsible experience in fire service. Experience in code enforcement is desired.
