Full Job Description Job Summary :
Under the administrative direction of the Fire Chief, the Deputy Fire/EMS Chief performs a variety of technical, administrative, and supervisory work in planning, organizing, directing, and implementing fire prevention suppression and emergency medical services to prevent or minimize the loss of life and property by fire and other hazardous situations. Responds to major incidents and serves as Acting Fire Chief when assigned. The Deputy Fire/EMS Chief oversees EMS training, equipment management, regulatory compliance, provider credentialing, and billing operations. Essential Job Functions An employee in this position may be called upon to do any or all of the following essential duties: A. Plan, coordinate, supervise, and evaluate Fire and EMS operations; recommend policies and procedures for the Fire Department and EMS Department in order to implement directives from the Fire Chief. B. Plan and implement Fire and EMS programs in order to carry out the policies and goals related to the operation of the department. C. Plan for and review specifications for equipment. D. Direct the operations of departmental in-service training activities. E. Respond to alarms and establish Incident Command activities at the scene of major emergencies. F. Maintain discipline and the conduct and general behavior of assigned personnel. G. Inspect existing structures, construction, and remodel sites for compliance with fire codes, as directed; resolve compliance problems with owners within scope of knowledge and authority. H. Prepare and submit reports to the Fire Chief regarding the Department's activities and prepare a variety of other reports, as appropriate, including an annual report of activities. I. Perform Performance Appraisals of employees, as appropriate or directed by Fire Chief. J. Assist in the investigation of fire incidents, as directed by Fire Chief. K. Plan department's operation with respect to equipment, apparatus and personnel, as directed by Fire Chief. L. Assign personnel and equipment to such duties and uses as the service requires, as directed by Fire Chief. M. Calculate water fire flows for building requirements. N. Attend conferences and meetings to keep abreast of current trends in the field; represents the City Fire/EMS Departments in a variety of local, county, state, and other meetings. O. Serve as a member of various committees and organizations representing the City in a variety of local, county, state and other meetings. P. Perform the duties of command personnel as needed and fulfills obligations during duty days or duty weeks. Q. Coordinate all EMS-related training programs, including patient care, safety, infection control, and confidentiality. R. Establish curriculum, schedule classes, and coordinate instruction for EMS personnel. S. Manage EMS equipment inventory, purchasing, maintenance, and vendor relationships. T. Maintain compliance with OSDH, OMD, and Coweta Fire Department regulations and policies. U. Keep accurate records of EMS training, certifications, equipment maintenance, and provider credentials. V. Oversee and maintain agency licensure and manage all OSDH ambulance inspections. W. Lead the EMS's Division's quality assurance/quality improvement program and report performance outcomes. X. Manage billing operations in coordination with administrative and third-party billing services. Y. Respond to public inquiries or complaints regarding EMS service. Z. Plan and manage EMS coverage for special events. AA. Monitor EMS industry trends and technologies and recommend service improvements. BB.Perform related tasks as required. Essential Functions, Qualifications, Knowledge, Skills, and Abilities for Employment An employee in this class must have the following knowledge, skills, and abilities upon application: Knowledge- Modern fire suppression and prevention.
- Emergency medical principles, procedures, techniques and equipment.
- Hazardous materials handling and clean-up.
- Applicable laws, ordinances, departmental guidelines, and regulations. Skills
- Handle stress effectively without it interfering with performance.
- Organize, set priorities, and exercise sound independent judgment within areas of responsibility.
- Use of all tools and equipment needed by the department.

Experience Required:
Minimum of 7 years of progressively responsible EMS/Fire experience. At least 2 years in a supervisory or management role. Current National Registry Paramedic Certification (NRP). Oklahoma paramedic license (or ability to attain).Minimum Education Requirements:
Associate's Degree in Fire Studies or closely related field; completion of Firefighter 2 and Fire Officer II within 1 year; a combination of education and experience that would likely provide the required knowledge and abilities may be substituted at the discretion of the City Manager.Direct Supervisor:
Fire Chief.Supervisory Responsibility:
Supervises Fire Captain, Lieutenants, Relief Driver; Firefighter and Volunteer Firefighter, directly or through subordinate officers, as directed by Fire Chief. Will supervise part-time and temporary staff, as assigned.Primary Work Location:
