A Fire Chief manages the operation of a fire station and leads teams of firefighters at the site of a fire. A Fire Marshall leads safety inspections of buildings to ensure compliance with local fire codes, and leads investigations to determine the cause of a fire.
The purpose of this class within the organization is to manage, direct, and coordinate the activities of a fire suppression shift. This class works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports. Duties and Responsibilities The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
Essential Functions:
Operational Battalion Chief manages and coordinate emergency operations on emergency scenes to mitigate the loss of life and property. Operational Battalion Chiefs are directly involved in scenes by executing command decisions to ensure successful incident completion. These personnel are included in initial dispatches and are required to respond with assigned units, providing leadership presence and operational coordination from the onset of an incident. They may also serve as part of the Rapid Intervention Team in accordance with department standards or receive orders from higher-ranking officers to perform direct operational tasks Manages and coordinate emergency operations on all emergency scenes to mitigate the loss of life and property. Manages shift staffing to include daily schedule Officers and Firefighters that encompasses vacation, personal development leave, administrative leave, sick leave, and trade time. Develops and drafts operational policies, procedures and guidelines. Develops and coordinates training activities for the shift. Serves as first level supervisor for personnel issues involving disciplinary actions, employee counseling, conflict resolution, and personal development. Serves as the Emergency Services Coordinator for fire Control, Tactical Rescue, Mass Casualty, Hazardous Materials Incident Mitigation, and incidents involving natural disasters or acts of terrorism. Directs the training activities within fire district in all phases of firefighting, rescue and resuscitation.
Additional Duties :
Serves as a point of contact for citizens' complaints or concerns. Performs related work as assigned.

Communications involves the ability to read, write, and speak. Reads journals, manuals and professional publications; speaks informally to groups of co-workers, staff in other organizational agencies, general public, people in other organizations and presents training; composes original reports, training and other written materials, using proper language, punctuation, grammar and style.

Judgment requirements refer to the frequency and complexity of judgments and decisions given the stability of the work environments, the nature and type of guidance, and the breadth of impact of the judgments and decisions. Decision-making is almost entire focus of the job, affecting most segments of the organization and the general public; works in a highly dynamic environment, and is responsible for establishing goals, objectives and policies.
Complexity of Work:
Complexity addresses the analysis, initiative, ingenuity, concentration and creativity, required by the job and the presence of any unusual pressures present in the job. Performs supervisory work involving policy and guidelines, solving both people and work related problems; requires continuous, close attention for accurate results and frequent exposure to unusual pressures.
Impact of Errors:
Impact of errors refers to consequences such as damage to equipment and property, loss of data, exposure of the organization to legal liability, and injury or death for individuals. The impact of errors is extremely serious -- affects entire organization and impacts other activities/organizations and the general public or loss of life and/or damage could occur and is highly likely.
Physical Demands:
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement. Performs medium to heavy work that involves walking, standing, stooping, lifting, digging, pushing and raising objects and also involves exerting between 20 to 50 pounds of force on a regular and recurring basis and 50 to 100 pounds of force on an occasional basis.
Equipment Usage:
Equipment usage involves responsibility for materials, machines, tools, equipment, work aids, and products. Establishes methods and procedures for acquiring and handling of apparatus, tools, equipment or work aids involving extensive latitude for judgment regarding attainment of a standard or in selecting appropriate items.
Unavoidable Hazards:
Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken. Bright/dim light; dusts and pollen extreme heat and/or cold; wet or humid conditions; extreme noise levels, animals/wildlife vibration; fumes and/or noxious odors traffic; moving machinery electrical shock; heights; radiation; disease/pathogens toxic/caustic chemicals; explosives; violence; dangerous atmosphere; damaged buildings; moving traffic; hazardous materials; blood; sick people; burns and falls. Safety of Others Safety of others refers to the level of responsibility for the safety of others, either inherent in the job or to ensure the safety of the general public. Requires considerable responsibility for the first-line supervision of the provision of continuous enforcement of the laws and standards of public health and safety.
Minimum Education and Experience Requirements:
Five (5) continuous years of current employment as a Fire Captain in the Petersburg Fire, Rescue & Emergency Services. (Or) Any combination of education and experience equivalent to graduation from an accredited college or university with fire service or a related field course of study and a minimum of three (3) years' experience as a Fire Captain in the Petersburg Fire, Rescue & Emergency Services. No disciplinary action within 12 months of the application closing date (written reprimand, suspension, or demotion). A valid Commonwealth of VA driver's license consistent with the City's Administrative Regulation-Employee Driving Record.
Special Certifications and Licenses:
Must have a current certificate as an Emergency Medical Technician (or Cardiac Technician or Paramedic) and Firefighter II certificate issued by the Commonwealth of Virginia.
