General Summary Under the general direction of the Friend of the Court, manages the daily operations of the Friend of the Court office and directs staff performing statutory domestic relations case processing and enforcement functions of the Friend of the Court office. Participates in budget preparation, policy and program development, and other important administrative functions. Substitutes in the absence of the Friend of the Court as necessary. Essential Functions Directs Friend of the Court staff, responsible for personnel management and labor relations functions, maintains employment records, makes effective hiring recommendations, provides staff orientation and training, assigns work, evaluates performance, initiates discipline, and responds to grievances. Assists the Friend of the Court in developing and implementing policies and procedures to improve services, and to ensure that operations are in compliance with applicable statutes and court rules. Evaluates software applications for use office-wide and makes recommendations accordingly, also troubleshoots software difficulties with other support staff as necessary. Assists staff with complex cases answering questions and interpreting court orders. Meets with staff to disseminate policy and procedural information and to discuss case related issues. Conducts client appointments/interviews in the absence of assigned casework staff. Meets with clients and attorneys to address questions or complaints about Friend of the Court operations, policies, and procedures. Interprets orders, policies and procedures, and case related information. Assists the Friend of the Court with budget preparation, and the preparation of financial and activity reports, also monitors and approves expenditures. Manages office computer network; resolves problems, assigns user privileges, and coordinates maintenance. Reconciles the Friend of the Court bank accounts and the CSES accounting system financial records. Attends various seminars and meetings to maintain current knowledge of domestic relations processes and issues, substitutes for, and serves as the Friend of the Court as necessary. Operates a variety of office machines such as: copy machine, calculator, typewriter, computer terminal or personal computer, and printer. Other Functions 12. Runs reports which include the IV-D caseload, performance management and alerts. Sets up the SMILE Program schedule, updates the holiday schedule and must update the hearing locations on MICSES. Employment Qualifications Education:
Bachelor's degree in social science, business, or related field,. A master's degree is desirable.
Experience:
Three years of progressively more responsible domestic relations experience, including previous supervisory experience.
Qualifications:
Knowledge of Probate Court rules, applicable laws, policies and procedures. Skill in the use of personal computer software. Interpersonal skills necessary to develop and maintain effective and appropriate working relationships with customers, co-workers, and representatives of other agencies within the County's court systems with a high degree of professionalism. Skill in maintaining files, indexes, and other document retention systems. Proficiency in English grammar, spelling, punctuation, and simple mathematical functions. Ability to explain complex policies and processes in layman's terms. Ability to prioritize work and problem-solve, detect errors, determine causes and make corrections.
