Why does the job exist? This position ensures a full array of customer service in assisting veterans and their eligible dependents with filing for VA and state veteran benefits earned through their service to country. The Veteran Service Officer (VSO) will perform duties as outlined by the service delivery system of the NM Department of Veteran Services. This position must maintain a National Association of County Veteran Service Officers (NACVSO) certification and must pass a background check conducted by the Veterans Administration. This position will maintain current knowledge of and accreditation in accordance with the Title 38 CFR 14.629 and eligibility of benefits under New Mexico Laws of 1978 as amended. The VSO determines eligibility for state and federal benefits in accordance with the Department of Veterans Affairs and the Veterans Administration, Title 38 Laws Appeals process. How does it get done? The VSO will work with New Mexico's veterans and their eligible dependents to submit complex claims to the US Veterans Administration for benefits and pension requests. The VSO will work with the NMDVS Benefits Bureau to assist with filing of various state benefits, tax exemptions and tax waivers permitted to qualified veterans. It is the responsibility of this position to determine and verify eligibility of various federal and state assistance/programs and benefits. The VSO will submit necessary reports to the supervisor and will maintain confidential records. This position will coordinate with the supervisor to develop and plan marketing strategies along with coordinating community veteran outreach and town hall meetings. The VSO will coordinate with the supervisor concerning the status of the individual veterans claims. The VSO will keep current on all federal and state veteran benefits and coordinate with supervisor to maintain all mandatory training and accreditation requirements set forth by the Department of Veterans Affairs. This position serves as a advocate for veteran's programs and works with outside entities to support veteran's needs. This Veteran Service Officer position operates the Mobile Unit and will travel the state in rural areas and small communities to provide direct services through outreach. Extensive travel is required for this position. Who are the customers? The Veteran Service Officer will process complex state and federal benefit claims for veterans and eligible dependents in accordance with state and federal regulations, rules policies/procedures. Ideal Candidate The Veteran Service Officer will process complex state and federal benefit claims for veterans and eligible dependents in accordance with state and federal regulations, rules policies/procedures. Minimum Qualification High School diploma or equivalent and three (3) years of experience in eligibility interviewing, case management, human resources, medical reporting/coding/billing, or legal office experience. Three (3) years of active-duty service in the Armed Forces with an honorable character of service will substitute for the required experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling three (3) years may substitute for the required experience. Must be certified as a Veteran Service Officer by the NACVSO in accordance with the Code of Federal Regulations Title 38 CFR § 14.629 and obtain and maintain a VA Personal Identification Verification card within one (1) year of hire. Employment Requirements This position requires certification and training through the Veterans Administration for the National Association of County Veteran Service Officers. Employee must be able to pass a federal background check conducted by the Veterans Administration. Employee will be required to obtain access to military installations. Working Conditions Office setting, exposure to visual/video display terminal (VDT) and extensive personal computer and telephone usage with extended periods of sitting.
