Job Description

This is a Department Promotional Examination and is open only to current eligible employees of the Kern County Employees Retirement Association (KCERA).
EXAMINATION SCHEDULE
Oral Exam:
qualified candidates will be notified of the oral examination date 5 days prior to the examination
Examination:
Oral Exam ( Weight 100% ): Will be conducted for the purpose of appraising the applicant's training, education, experience, interest and personal fitness for the position. The Human Resources Division may solely conduct an appraisal of application materials should there be an insufficient number of candidates to warrant an oral examination. Should an appraisal be necessary, the appraisal will be weighted at 100%. Applicants must attain at least a 70% score on each phase of the examination process. Examination components for promotional testing will be administered during the scheduled date(s)/time(s)/location(s) without exception.
Minimum Qualifications:
Graduation from an accredited college or university with a bachelor's degree in Public or Business Administration or related field AND five (5) years of progressively responsible experience in retirement benefit administration; OR any equivalent combination of education and experience.
Knowledge of :
the principles and practices of defined benefit management and administration; applicable County Ordinances, rules and regulations, State and Federal laws; training trends; and supervisory principles. Ability to : plan, direct, and coordinate Member Services functions of KCERA; direct, coordinate, train and evaluate the work of staff; analyze data and prepare reports and recommendations; handle complex defined benefit issues; conduct research; design and implement training programs; maintain confidentiality and use sound judgment in making decisions and recommendations to management; communicate effectively orally and in writing; develop and maintain cooperative work relationships with employees, management, and representatives of other groups and organizations; prepare clear and concise reports; and use a personal computer with associated software.
