Job Description

JOB SUMMARY
The Internal Affairs Lieutenant is responsible for managing and performing the Internal Affairs function of the Brunswick Police Department in accordance with city, state, and federal laws as well as certification and accreditation rules and procedures. This position ensures the fair, objective, timely, and confidential handling of complaints, allegations of misconduct, and administrative investigations involving sworn and civilian personnel. The Internal Affairs Lieutenant supports agency integrity, accountability, risk management, and public confidence while safeguarding employee rights and due process.
MAJOR DUTIES
Manages the Internal Affairs process consistent with CALEA and GLECP standards, departmental policy, and applicable laws. Receives, reviews, classifies, and tracks all complaints and allegations against department personnel, including anonymous complaints, in accordance with established procedures. Conducts administrative investigations personally or coordinates investigations with assigned supervisors or external investigative resources when appropriate. Ensures Internal Affairs investigations are conducted in a thorough, impartial, and timely manner, with proper documentation and case management. Prepares comprehensive investigative reports, findings, and recommendations for review by the Assistant Chief and command staff. Ensures compliance with due process requirements, Garrity protections, collective bargaining agreements, and employee rights. Maintains secure, confidential Internal Affairs records in compliance with CALEA and GLECP recordkeeping and retention standards. Identifies patterns, trends, or systemic issues related to complaints, use of force, pursuits, or other risk areas and provides analysis to command staff. Assists in the review and development of policies, directives, and training based on investigative findings and accreditation requirements. Testifies or provides documentation in administrative hearings, arbitration, civil proceedings, or court as required Other duties as assigned
KNOWLEDGE REQUIRED BY THE POSITION
  • Thorough knowledge of law enforcement operations, organizational accountability, and professional standards.
  • Comprehensive understanding of Internal Affairs procedures as required by CALEA and GLECP standards.
  • Knowledge of constitutional law, administrative law, labor law, civil liability, and due process requirements.
  • Familiarity with Garrity and related employee rights protections.
  • Knowledge of accreditation standards, policy compliance, and documentation requirements.
Advanced skills in administrative investigative techniques, interviewing, evidence analysis, and report writing.
SUPERVISORY CONTROLS
Works under the general direction of the Assistant Chief of Police. Exercises independent judgment and discretion in conducting and managing Internal Affairs investigations. Operates within established laws, departmental policies, certification and accreditation requirements, and collective bargaining agreements. Investigative findings and recommendations are reviewed by command staff prior to final disposition.
GUIDELINES
Guidelines include the Uniform Code of Georgia Annotated, the US Constitution, local codes and ordinances, city and department policies and procedures, GLECP and CALEA standard manuals. These guidelines are generally clear and specific but may require some interpretation in application.
COMPLEXITY/SCOPE OF WORK
Work involves highly sensitive, confidential, and complex matters with significant legal, administrative, and reputational impact. Requires interpretation and application of laws, accreditation standards, and departmental policy to varied and often contentious situations. Decisions and recommendations may directly affect personnel actions, agency liability, certification/accreditation status, and public trust. Work is subject to internal and external scrutiny, including audits and accreditation assessments.
CONTACTS
Frequent contact with sworn and civilian personnel across all ranks for complaint intake, interviews, and procedural guidance. Regular interaction with the Assistant Chief, command staff, human resources, legal counsel, and accreditation managers. Occasional contact with labor representatives, external law enforcement agencies, oversight entities, and members of the public. Contacts often involve sensitive, confidential, or adversarial matters requiring professionalism and discretion.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
Primarily office-based work requiring prolonged periods of sitting, reading, writing, and computer use. Occasional field activities, interviews, site visits, or court appearances may be required. May require work outside normal business hours to meet investigative timelines or administrative deadlines. Must be able to manage stress associated with high-risk, confidential, and adversarial investigations.

None.
MINIMUM QUALIFICATIONS
Current sworn law enforcement officer in good standing. Rank of Sergeant or higher with eligibility for or appointment to Lieutenant in accordance with department policy. Minimum of 5 years of progressively responsible law enforcement experience. Documented training or experience in Internal Affairs, administrative investigations, or professional standards. Bachelor's degree in criminal justice, public administration, or a related field preferred; equivalent education and experience may be considered. $61,350.31 - $79,073.54 per year
