He/she serves as second in command to the Police Chief, coordinates assigned activities with other units, departments, and outside agencies, and provides highly responsible and complex administrative support to the Chief of Police.
Job Responsibilities:
Plans, organizes, and assists the Police Chief in the coordination of activities and functions of daily operations of the department. Provides leadership, assists in reviewing complicated incidents, discusses administrative issues, and disseminates information concerning changes in laws, regulations, and procedures. Assists in the preparation and administration of the department budget. Analyzes and recommends improvements to equipment and facilities as needed; administers department inventory control; and assists in approving purchase orders. Assigns and oversees the work of supervisors and their employees; communicates and evaluates department goals and objectives. Supervises the scheduling and coordination of shift changes; makes day-to-day police assignments as required. Evaluates assigned supervisors through completing performance appraisals and reviews the appraisals of the supervisors' assigned personnel Makes recommendations and maintains department policies, procedures, and guidelines. Administers discipline by exercising city and department rules, guidelines, policies, and procedures; ensures positive and negative discipline are observed; reviews and makes recommendations to the Police Chief about disciplinary issues proposed by assigned supervisors, ensuring equitable treatment for employees; and conducts verbal counseling. Reviews investigations of complaints filed against department employees and recommends appropriate action. Oversees vehicle maintenance for the department. Provides oversight of the management of police/court records. Identifies operational deficiencies, submits recommendations, and implements change commensurate with authority Performs special studies, research, and investigations as assigned. Conducts special assignments at the direction of the Police Chief. Maintains contact with citizens, court officials, and other law enforcement agencies in the performance of police activities. Meets and coordinates with other city departments as requested. Assists in supervising the application and hiring process for department personnel; prepares, develops, and conducts training programs; ensures personnel can meet minimum training requirements; coordinates career development plans with in-service training programs; assures completion of certification requirements; maintains department training records; and submits training reports to appropriate agencies. Coordinates and participates in investigative activities; provides mutual assistance during emergency situations; and provides general information about department activities. Maintains current knowledge of changes in laws, new methods of enforcement, and other trends and developments in law enforcement. Performs other duties as assigned.
Education and Experience:
Bachelor's degree in criminal justice, public administration, criminology, business, or a closely related field from an accredited college or university; a Master's degree is preferred A minimum of ten (10) years of continuous service as a certified police officer A minimum of three (3) additional years of law enforcement in a management position
Licenses or Certifications:
A valid Georgia Class C driver's license and satisfactory driving record Georgia Peace Officers Standards and Training Council (POST) Basic Law Enforcement Officer certification Successful completion of a law enforcement executive development course, such as FBI National Academy, Police Executive Research Forum's Senior Management Institute for Police, Southern Police Institute, or Northwestern School of Police Staff and Command.
Additional Requirements:
Must complete a formal application, be a U.S. Citizen, and read/write in English. Must pass an oral interview, police criminal background and reference check, polygraph or CVSA test, psychological examination, a physical exam meeting department standards, and any required job-related testing. Must also satisfactorily complete a standard probationary period.

Physical Demands:
The work requires medium physical demands, including exerting up to 50 pounds of force occasionally, up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Additionally, the following physical abilities are required: balancing, climbing, feeling, grasping, hearing, kneeling, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity, and walking.
Work Environment:
Work is primarily performed in an office environment. Some tasks are performed in outdoor environments. Due to the nature and non-specific location of work environment, tasks include potential for lengthy exposure to heat, humidity, and inclement weather. Some tasks are performed in highly critical and hazardous conditions with exposure to alarms, dirt and dust, water, smoke, toxic and noxious chemicals, odors, fumes, and airborne particles and with occasional exposure to moving mechanical parts and vehicles.

Starting Base Pay Rate Range:
