Job Description

ASSISTANT POLICE CHIEF
The City of Independence will accept applications online at www.

IndependenceKs.gov, or in person at KansasWorks, 2615 W. Main Street, Independence, KS 67301, for the position of Assistant Chief of Police for work in the Police Department. Basic Function At the discretion of the Chief, assists in the execution and management of all roles and responsibilities of the Department. Essential Duties and Responsibilities
  • May act for, and temporarily assume the duties of, the Chief in the Chief's absence
  • Advises, consults with, and informs the Chief regarding all matters affecting Department operations and events or issues affecting Department effectiveness
  • Serves as the senior operational commander, overseeing patrol and criminal investigations, dispatch, and record keeping activities of the department
  • Responds to major crimes, operations, and other emergencies
  • Provides a command role at special events and details
  • Represents department in the press and at public functions
  • Assists in preparation of departmental budget
  • Seeks improvements to Department effectiveness, efficiency, and morale
  • Mentors, advises, and counsels employees as appropriate
  • Monitors staffing needs and makes recommendations regarding personnel matters
  • Plans, allocates, and monitors personnel and resources
  • Oversees applicant recruitment and hiring processes
  • Oversees department's training and continuing education programs
  • Monitors performance of officers and recommends disciplinary actions
  • Leads data-driven strategies to prevent and address crime, traffic, and other public safety matters
  • Leads problem-oriented policing strategies focused on repeat crime, and other public safety matters
  • Prepares the application of grant proposals; oversee grant contract provisions
  • Manages, directs and/or oversees projects
  • Ensures the appropriate management and availability of parts, equipment, and supplies for Department activities
  • Ensures appropriate maintenance of departmental records
  • Performs all duties required of a sworn police officer as circumstances require
  • Performs additional duties as assigned Qualifications
  • Ability to supervise a municipal police force
  • Knowledge of the principles of modern police administration and of accepted practices and procedures of police science
  • Knowledge of proper and effective methods in deploying police officers in accordance with actual and anticipated emergencies
  • Knowledge of Federal, State, County, City, and departmental rules, laws, regulations, ordinances, policies, and procedures pertinent to police work; with particular emphasis on the investigation, apprehension, arrest, and prosecution of law violators
  • A knowledge of traffic laws and rules governing the parking of motor vehicles and other laws, regulations, ordinances, policies, and procedures pertinent to the assigned police work
  • Ability to analyze and interpret police problems and criminal evidence
  • Ability to instruct and advise subordinates in all pertinent phases of law enforcement and police procedures
  • Ability to maintain favorable working relations with city employees, employees and officials of other jurisdictions, and the general public
  • Ability to use issued weapons, equipment, and firearms in a safe manner
  • Ability to read, write, perform basic math skills, operate standard office equipment, and to understand verbal and non-verbal instructions
  • Ability to establish priorities and organize workload effectively and efficiently
  • Ability to maintain a pleasant and productive working atmosphere
  • Ability to respond appropriately to emergencies and to complete assignments under pressure
  • Ability to prepare accurate and timely reports
  • Knowledge of the City's policies and procedures Education and Experience
  • Completion of high school or GED required; bachelor's degree in criminal justice or a related field preferred
  • Six years of law enforcement experience, including three years in a supervisory or lead capacity, is required
  • Familiarity with Microsoft Office applications is preferred
  • Ability to read, write, perform basic math skills, operate standard office equipment, and to understand verbal and non-verbal instructions Special Requirements
  • A current Kansas driver's license
  • Must be 21 years of age
  • Must have completed Basic Recruit Training with the Kansas Law Enforcement Training Center
  • Legal ability to possess a firearm
  • Must complete any advanced training as assigned, and maintain KLETC certification
  • Must meet

qualifications and meet minimum continuing education requirements
  • Must be available to work nights, overtime, in shifts, and weekends Physical Requirements
  • Primarily moderate to occasionally intense physical effort is required. Individual must be able to see with clarity, hear, stand, walk, sit, lift, stoop, kneel, crouch, grasp, type, focus attention, speak, and listen for extended periods of time
  • Must possess a background demonstrating common sense and the highest standard of ethics with no felony criminal conduct Working Conditions
  • Work involves some exposure to criminal conduct including threats to life and safety, moderate risk of accident
  • Requires good practical, strategic, and tactical decision making and conduct
  • Requires the following of basic safety precautions
SALARY RANGE
