Full Job Description Section I:

Brief Summary of the job. Under the supervision of the Operations Commander, the Police Sergeant is a non-exempt position under FLSA which protects and serves the citizens of Spring Hill. This position provides citizen assistance, enforces all federal, state, and local laws, and performs patrol duties. The Sergeant plans, directs, manages, supervises, and coordinates the activities and operations of department teams. Making arrests, issuing citations for traffic violations, and investigating crimes and accidents are also responsibilities of the position. Collateral duties may include, but not limited to; Field Training Officer, Coordinator of programs, or Department Trainer. This employee should possess excellent communication, leadership and public relations skills. The position requires a valid Kansas driver's license.

Section II:

Essential Duties of the job. Apply department orders, rules and regulations to police situations; understands and applies legal standards. Supervises the work of uniformed police officers on assigned shift. Conducts rollcall briefing when necessary. Accompanies officers on calls to maintain discipline and ensure rules and regulations are followed. Remains available to provide guidance as required to ensure department goals and objectives are attained. Reviews officers work output. Corrects deficiencies in performance as these occur. Assists subordinates in conducting criminal investigations. Communicates with the Lieutenant for advice. Assumes command of major incident scenes and summons other resources as required. Assigns officers to work in various areas and assignments. Approves/disapproves sick and vacation leave. Assigns officers to training. Establishes work schedules, and approves overtime. Observes and evaluates the work of officers. Prepares evaluations identifying and documenting strengths and areas of improvement. Approves reports and prepares reports for court submissions. Recommends, develops, and implements programs to address crime trends. Monitors overtime and exercises fiscal responsibility. Recommends purchase and replacement of equipment. Maintains discipline and instills positive attitudes among officers. Provides guidance and reinforces positive behaviors, administers and documents discipline. Investigates complaints, use of force incidents and pursuit reviews; provides recommendations for or against discipline. Operates patrol/unmarked vehicle in a safe and effective manner; inspects vehicle for safe and efficient operating condition, performs minor vehicle repairs as necessary; fuels and cleans vehicle. Performs general patrol duties. May involve public information officer duties and managing police social media accounts. Applies for search warrants, conducts follow up on criminal reports. Ability to react quickly to danger and adapt to different people, behavior, and circumstances. Perform crime prevention and public relations duties; establishes rapport with community; Responds to medical emergencies; performs basic first aid and administers CPR. Apprehends, charges, processes and transports suspects; Performs traffic enforcement and stops; issues citations; investigates sources of odor to include alcohol and drugs; Performs accident investigations and directs traffic; Performs oral interrogations and interviewing duties; Meets with prosecutors, defense attorneys, judges, detectives from other agencies in case resolution and filing, court preparation and testimony. Packages evidence; reviews and investigates case reports for charging and/or court preparation; comprehends laws and abstract concepts. Report writing duties. Thoroughly completes offense, arrest, investigative, information, accident, evidence reports. The employee must work days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours or shifts) to communicate with supervisors, customers, vendors and any other persons or organization with whom interaction is required. Must be available for call outs, which may include; response to crime scenes, shift coverage, and city-wide emergencies.

Section III:

Education, Formal Training and/or Certifications Required Position requires a minimum of a high school diploma or equivalent. With preferred education of a two-year technical or associates degree in Criminal Justice, Political Science, or social sciences or continuing education in law enforcement or related field. The position requires a certification by the Kansas Law Enforcement Training Center or certified by reciprocity (ability to obtain certification within 1 year), and 40 hours of continuing education annually. Minimal Eligibility requirements United States citizen or has established citizenship. Must meet the minimum qualifications of Police Officer for the City of Spring Hill. No felony or serious misdemeanors. Must possess a valid driver's license. Must obtain certification by the Kansas Law Enforcement Training Center or certified by reciprocity within 1 year. Able to respond from their residence to the Police Department within 60 minutes, Take and pass a physical agility test (external candidate), a written examination, and an oral board interview, Successfully pass a polygraph exam and background investigation (external candidate)

Restrictions Tattoos:

Members are allowed to have visible tattoos or body art while in a department issued uniform and shall be suitable for public display. No tattoo shall depict any obscene, discriminatory, sexually explicit, or otherwise inflammatory image. Head, and facial tattoos are prohibited, not including cosmetic tattoos, such as eyebrows. Hand and neck tattoos are limited to one small tattoo. For example, a small band ring or marking near the thumb. Additional hand or neck tattoos may be approved by the Chief of Police based on size and nature of the tattoo. Additional hand or neck tattoos may require they be covered while on duty.

Experience This position requires a minimum of five years of increasingly responsible law enforcement experience in police operations, with some experience leading others.

Physical, Environmental, and Special Working Conditions While performing the duties of this job, the employee is frequently required to sit, stand, communicate, reach and manipulate objects, tools or controls; walk, run and climb over rough or difficult terrain, minimal physical exertion; involves moving objects weighing up to 100 pounds; manual dexterity and coordination are required while operating equipment such as computer keyboard. All City employees may be called upon to assist other departments in a declared emergency situation. While performing work duties this position regularly works in and outside of an office environment, which includes inclement weather. Physical requirements include but are not limited to: Hand and eye coordination, physical strength and dexterity to use all police tools associated with the profession such as handguns, shotguns, electronic control device, handcuffs, and baton. Possess a full functional lumbar range of motion. Possess a full functional cervical range of motion. This employee conducts investigations of criminal offenses, investigations of accident and traffic offenses, appropriately identifies suspects for arrests and charging; and performs daily enforcement duties in a safe and efficient manner. Knowledge of law enforcement theory, principles and practices; Ability to work all hours including days, nights, weekends and holidays.
