The Office of Human Resources Management (OHRM) will establish a Promotional Eligibility Register for the position of Assistant Operations Manager, grade P-24. This is a highly responsible senior supervisory professional work with responsibilities for operational affairs and issues across the Office of Homeland Security/Public Safety Communications (PSC) dispatching sections of Police, Sheriff's, Fire/EMS, or Public Safety Emergency Call Takers units, ensuring the resolution of all major or unusual incidents within PSC sections, and assuming direct supervision of any such unit on an immediate as-needed basis. Personal contacts include Police Department, Office of the Sheriff and Fire/EMS managers and staff, other PSC personnel representatives from other County agencies and area jurisdictions, utility companies, news media, and State/Federal agencies for the purposes of facilitating PSC services, resolve problems, and/or obtain or provide specialized information. Operational, system, and personnel issues of the most complex nature are elevated to this class level for an immediate response or studied analysis and resolution. The incumbent does not typically take and/or dispatch calls; therefore, one-on-one public service and assistance is characterized as limited for incumbents in this class. The incumbent is considered to be an essential public safety employee. Exercise the full range of supervisory duties and responsibilities over subordinate positions as defined in the Personnel Law. Supervises daily operation of a shift of Police, Sheriff's, Fire/EMS, and/or Public Safety Emergency Call Takers units of PSC and assesses and adjusts allocation of personnel resources based on the changing dynamics of the daily workload. Directs the assignment of work to staff and ensures prompt and immediate delivery of assistance and services. Applies and enforces Public Safety Communications, EPD, EMD, and EFD protocols, and Fire/EMS, Police and Sheriff General Orders, processes and procedures. Represents PSC in community meetings, public education efforts, meetings with Police, Sheriff's, Fire/EMS, other public safety agencies, and other meetings and conferences as required. Performs job duties at the alternate 9-1-1 center if activated or during tests/drills. Bachelor's degree in Business/Public Administration, Homeland Security, Law Enforcement, Firefighting, and r elated protective services; plus four (4) years of related work experience, including one (1) year of supervisory experience in an emergency communications center; OR Eight years of experience within the Public Safety Communications Emergency Communications Center. Must possess an overall rating of at least "Satisfactory" on their last Past Performance Appraisal (PPA) completed within the last twelve (12) months Candidates who satisfy the minimum qualification and Office of Homeland Security specific requirements will be deemed eligible to compete in the promotional process and will be notified by email through OHRM. Therefore, candidates are responsible for monitoring and checking their County/personal email.

NOTICE OF RATING
: All candidates will receive a notice of rating from OHRM, which will indicate their overall rating earned. 8.
DURATION OF ELIGIBILI TY
: OHRM will certify the Promotional Eligibility Register to be effective November 1, 2026 and expire October 31, 2028. Those candidates who meet the requirements of the promotional process will be placed on the Promotional Eligibility Register in rank order according to their rating band. 9.
