Job Description

The Woodfin Police Department is seeking candidates for the role of patrol lieutenant. This is a new position for FY27. Salary range is $68,467-$102,700. Employees are eligible for up to 22% of base salary in annual incentives, for relative training and specialized skills. General Statement of Duties To perform administrative and managerial work, supervising a unit(s) of police officers conducting law enforcement operations within a major division of the police department. Distinguishing Features of the Class The police lieutenant is a sworn law enforcement officer, in a mid-level management position, under the administrative direction and control of a captain. An individual serving in this capacity should present strong leadership capabilities, participating and directing the work of first line supervisors within a major division of the department. Essential Duties and Tasks Plans, organizes, directs, and supervises the work of first line supervisors and patrol officers, assigned to provide 24-hour service or working in specialty areas such as criminal investigations, narcotics, school resources, or other area; sets short- and long-term goals for unit(s). Provide counsel, mentoring, and guidance to first line supervisors. Makes general to specific assignments for supervisory and nonsupervisory officers; conducts on-site performance reviews of staff to assess their ability to apply law enforcement techniques and methods on various police actions; confers with personnel on routine and special matters through field work and office work. Evaluates field personnel in the performance of their duties; conducts career counseling; counsels employees on areas needing improvements and defines remedial actions to ensure officers improve performance; conducts evaluation and assessment of uses of force, pursuits, crashes and injuries. Conduct inspection of equipment and personnel. Assists in conducting traditional law enforcement and supervisory responsibilities, in support of field operations. Assists in the planning, organizing, and implementation of special events, community outreach, and education programs. Conducts internal affairs investigations, when assigned by command; wages disciplinary action when appropriate. Responsible for ancillary activities, such as field training, fleet, quartermaster, training, evidence, accreditation, program administrator, and grants. Maintains records and prepares various reports of activities or as required by law or industry best practices. Assists with research, policy development, and procedure implementation. Assists in monitoring, evaluating, and reporting on division performance measures. Provides input on budget matters; makes recommendations for purchasing. Represents the department at community, inter-departmental, and professional organization meetings. Performs related tasks as required. Knowledge, Skills, and Abilities Thorough knowledge of modern law enforcement principles, practices, and procedures of police matters; knowledge of industry standards and best practices. Thorough knowledge of departmental standard operating policies and procedures, and federal, state, and local laws and ordinances. Thorough knowledge of Incident Command Systems principles. Thorough knowledge of the geography of the Town and Town officials. Skilled in management and supervisory principles and practices, including planning, organizing, and decision making. Ability to analyze complex police issues and situations, and adapt quickly with effective and reasonable courses of action with due regard to surrounding hazards and circumstances. Ability to organize and direct the work of subordinates; ability to develop short and long range plans of operations and tactics. Ability to plan and evaluate the performance of personnel; ability to interview and select new personnel or make recommendations for new hires; ability to evaluate employees on performance, apply coaching and discipline, and make recommendations on promotions and discharge. Ability to analyze evidence, develop questions and interview witnesses and suspects. Ability to organize and prepare thorough, clear, and concise reports. Ability to establish and maintain effective working relationships with superiors, subordinates, and the general public. Ability to develop a positive public image and act with professionalism, fairness, integrity, and honor, and display a positive attitude and demeanor. Skill in the use of police equipment, including radio, computer, firearms, and operation of motor vehicle. Working Conditions Employee's working conditions are split between field work and an office environment. The employee is subject to both inside and outside working conditions in all types of weather from extremes of cold and heat to rain/snow/ice as well as varying terrain from streets, dense foliage, dark buildings, and water. Employee may be exposed to noise which would cause the worker to shout in order to be heard above the ambient noise level. Workplace conditions include operating vehicles for extended periods of time, working varied hours and shifts, and confronting violent persons many of whom have criminal records with little to no respect for law enforcement or who may be a threat to themselves or others. Work requires application of safety precautions and wearing of protective clothing, gloves, and body armor designed to minimize exposure to bloodborne pathogens, communicable diseases, and bodily harm. Physical Requirements Work in this classification is supervisory in nature but requires the same physical and mental requirements as that of a Police Officer. Physical requirements are defined as medium work, exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Vocal communication is required to express or exchange ideas or other information between individuals or groups. Hearing is required to perceive information at normal spoken word levels. Visual acuity is required for depth perception, color perception, preparing and analyzing written or computer data, inspection involving small defects and/or small parts, use of measuring devices, operation of machines and motor vehicles, determining accuracy and thoroughness of work, and observing surroundings. Employee must be able to demonstrate continued physical fitness to withstand the rigors of law enforcement officer and potential physical confrontation with assailants and/or foot chases for apprehensions. Employee may be required to use deadly force to subdue an assailant or to protect themselves or others. Desirable Education and Experience Completion of an advanced education program, preferably and Associate's degree or higher in criminal justice or related field. Experience consistent with at least 8 years in law enforcement work, with at least 2 years as a first line supervisor. Progressive leadership training and experience. General instructor preferred. Special Requirement Valid North Carolina Driver's License with no restrictions. Certified at the Advanced Level Law Enforcement Certificate awarded by the North Carolina Criminal Justice Education & Training Standards Commission, or ability to attain it within a year of appointment.
FLSA Status:
Nonexempt (Section 7(k) of the FLSA provides that employees engaged in fire protection or law enforcement may be paid overtime on a "work period" basis. A work period may be from 7 consecutive days to 28 consecutive days in length. For work periods of at least 7 but less than 28 days, overtime pay is required when the number of hours worked exceeds the number of hours that bears the same relationship of 171 (police) as the number of days in the work period bears to 28. For example, law enforcement personnel must receive overtime after 86 hours worked during a 14-day work period).
