Job Description

The Office of Chief Medical Examiner investigates cases of persons who die within New York City from criminal violence, by accident, by suicide, suddenly when in apparent health, when unattended by a physician, in a correctional facility or in any suspicious or unusual manner or where an application is made pursuant to law for a permit to cremate a body of a person. Innovate to meet evolving needs The core functions of the Human Resources & Labor Relations Unit include recruitment, onboarding/offboarding, employee discipline, labor relations, performance management, payroll, timekeeping, leaves, professional development and Special Projects. OCME seeks to hire a Labor Relations Associate to assist in handling employee discipline, grievance and labor-related matters. The selected candidate will interact with various stakeholders such as labor unions, will promote positive labor relations and handle disciplinary matters. They will also be involved in conducting trainings, as required. The candidate will be expected to perform specific responsibilities, including but not limited to:
  • Collecting and analyzing documentary evidence in support of disciplinary or grievance proceedings.
  • Conducting investigations into allegations of misconduct or labor issues, as directed.
  • Attending disciplinary hearings and grievance proceedings.
  • Serving as a Step II conference officer, as needed.
  • Conducting research and providing guidance on collective bargaining agreements, civil service laws, citywide rules and regulations, and other material.
  • Liaising with employees, unions, and other citywide agencies.
  • Providing guidance to supervisors and managers regarding contractual disciplinary procedures.
  • Liaising with the DOHMH Employment Law Unit, the NYC Office of Labor Relations, and other city agencies as needed.
  • Assisting in the agencywide performance management and evaluation process.
  • Maintaining records regarding investigations and other findings.
  • Preparing reports, spreadsheets, and other tracking methods regarding discipline, performance management, or labor relations matters.
  • Reviewing and providing feedback to supervisors and managers regarding warning memos, write-ups, and other disciplinary or performance actions.
  • Developing and providing trainings on disciplinary and labor-related topics, including progressive discipline and performance management.

  • Selected candidates will be required to provide a DNA sample by swabbing.

  • 95599 Minimum Qualifications 1.
A four-year high school diploma or its educational equivalent and four years of satisfactory full-time experience in one or more of the fields of accounting, auditing, correction administration, criminal justice administration and planning, forensic science, inspection, investigation, law enforcement, personnel administration, police science, and/or security, or in a major operational area of the agency in which the appointment is to be made; or 2. A baccalaureate degree from an accredited college; or 3. Education and/or experience equivalent to "1" or "2" above. Preferred Skills
  • Knowledge of City Database Systems (PMS, CHRMS, NYCAPS)
