JOB SUMMARY
This position is responsible for directing the operations of the Police Department in the areas of patrol, criminal investigations, administration, and technology and data processing. The Police Chief must achieve optimum performance and efficiency from the staff consistent with city policy, cost objectives and governmental regulations. ESSENTIAL JOB FUNCTIONS
Directs and coordinates the work of the Police Department, including, but not limited to; handles personnel issues; disciplinary actions; citizen complaints; personnel needs; department issues; funding issues; and updates of policies and procedures. Reviews and responds to correspondence and phone calls. Maintains daily audit of budget expenditures. Ensures effective communication is maintained between divisions and throughout the department. Ensures department objectives are carried out in an effective manner. Maintains liaison between Police Department, Mayor, and Commission. Attends Commission meetings and other community functions; acts as liaison when coordinating with other police departments, the FBI, or other agencies; makes and delivers speeches. Ensures complete, consistent, timely, and fair internal affairs investigations are conducted. Ensures timely and quality completion of all tasks and special projects through selection and training of the staff and coordination of workflow. Coordinates activities between Municipal Court and Police Department. Ensures that hiring procedures are followed and makes final recommendation for employment to Mayor's Office. Maintains standards of performance for various tasks and ensures that staff adheres to these standards. Ensures supervision of staff is consistent with the City of Texas City policies and practices as stated in the Civil Service Statues and the Police Department Policies and Procedures Manual. Ensures efficient physical operation of the department by maintaining all supplies, maintenance, contracts, security, and other location related administrative duties. Ensures the maximum utilization of Police Department personnel with quarterly performance reviews, periodic feedback sessions, job-related counseling, and updates of job descriptions. Performs other related miscellaneous duties such as; firearms testing; conducting management studies. Coordinates critical incidents involving Local Emergency Planning Committee and Industrial Mutual Aid System. Ensures smooth flow of information from Houston-Galveston Area Council, Law Enforcement Council, and Law Enforcement Advisory Committee to the City of Texas City. Ensures smooth flow of information from Fire and Civil Defense in case of emergencies. Ensures that citizen concerns are heard and responded to promptly. Ensures smooth flow of information between Police Department and Galveston County Emergency District (911) Board. Maintains relations between Police Department and other criminal justice agencies such as the District Attorney's Office, Galveston County Sheriff's Office, F.B.I., other police departments or agencies, etc. Ensures the proper operation of the public safety dispatch center. Ensures proper operation and maintenance of the city jail. Ensures that the Ambulance and Wrecker services conform to City Standards. Performs other duties as assigned. Qualifications:
MINIMUM REQUIREMENTS TO PERFORM WORK
Bachelor s Degree in Criminal Justice, Administration, or related field. Ten (10) years of upper-level management experience in a police department. Must be a graduate of FBI Academy or Southern Police Institute. Possession of, or ability to obtain, a valid Texas driver s license within thirty days. TCOLE Master Peace Officer Certification preferred. Possession of, or ability to obtain, an active Texas Peace Officer s License within six months. Must pass the annual firearms proficiency test. Knowledge of police operations, policies, and procedures. Knowledge of up-to-date police methods, practices, and techniques. Knowledge of police rules and regulations. Knowledge of the functions and objectives of state, county, and federal law enforcement agencies. Skill in the use of computers and software applications related to the essential functions of the job. Skill in effective communication, both verbally and in writing; and in public speaking. Skilled as an effective leader among the law enforcement community. Skilled in the care and use of firearms, motor vehicles, and other related equipment. Ability to work independently with minimal supervision. Ability to maintain security and confidentiality. Ability to effectively interact with the public. Ability to establish and maintain effective working relationships with other City of Texas City personnel and the public. PHYSICAL DEMANDS
Required physical abilities: sitting, handling/fine dexterity, vision acuity, stooping, climbing, hearing/talking, foot controls to drive, walking, and standing. Employee must be able to operate department machines, tools, equipment, and position-related work aides: firearm, computer, calculator, and police communication devices. WORK ENVIRONMENT
Work environment involves risk which require safety precautions and trainings. Occasional exposure to physical hazards, combative situations, or physical and verbal abuse. Work environment involves time pressures, noisy/distracting environments, performing multiple tasks simultaneously, and frequent changes of tasks.
