Job Description
SUPERVISORY POLICE OFFICER
Duties The purpose of this position is to serve as a first level supervisor and/or flight chief, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Security Forces Flight. This position performs the following duties: Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and Equal Employment Opportunity (EEO)objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Represents the Security Forces Flight with a variety of functional area organizations. Establishes, develops, and maintains effective working relationships with the base community. Meets with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise. Provides or ensures that subordinates provide customer guidance and training. Participates in special projects and initiatives and performs special assignments. Identifies the need for special projects and initiates milestones and goals. Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Researches and determines or recommends appropriate actions or interpretation of issues that impact the organization. Performs and enforces the full range of police officer duties within the military facility. Incumbent has full powers of apprehension and detention which entails carrying a firearm, operating Security Forces vehicles and equipment, mirandizing suspects, preserving evidence and testifying in court as it pertains to enforcing regulations on a military installation. The incumbent is required to meet all requirements of Federal, Department of Defense (DoD), Air Force (AF), NGB, State, and local level rules and regulations to maintain qualification as a police officer whose jurisdiction is only within the confines of the military facility. Directs and ensures thorough investigations of accidents, suspicious activities, and arrests, and promotes community relations. Directs and supervises the dispatch operation activities involving security force patrols to scenes of crimes, accidents, natural disasters, and apprehensions. Directs or personally performs preliminary and final short-term investigations of a broad range of alleged and actual crimes occurring solely within the local facility jurisdiction. Directs and ensures that all individuals requesting access to the facility have the proper identification credentials before entering. Directs and participates in training exercises and evaluations to increase proficiency and update skills and knowledge of organization/flight personnel. Responds to calls for emergency assistance to include traffic accidents, suicides, burglary, robbery, sex offenses, suspicious persons, catastrophic events, scenes of crimes/natural disasters, and possibly murder, and enemy attacks, and makes apprehensions. Acts as the on-scene incident commander for significant and catastrophic events as required and initiates Air Force Incident Management System (AFIMS) as needed. Interacts with members of the public to determine their involvement in incidents to include interviewing, advising them of their rights, obtaining statements, and detaining or apprehending violators. Performs traffic duty to include operating radar detection devices, directing traffic, escorting dignitaries, and conducting sobriety tests. Enforces weapons systems security standards, traffic rules and regulations, including those related to speed, reckless and drunken driving. Stops violators, notifies them of the traffic offense committed, and issues armed forces traffic tickets and DoD violation notices as appropriate. Ensures accurate completion of required paperwork, forms, and reports. Performs other duties as assigned. Requirements Conditions of employment This position is only open to current members of the Maryland Air National Guard. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Participation in direct deposit is mandatory. Work may require access to classified information. Must be able to obtain and maintain the appropriate security clearance. Never convicted of domestic violence IAW the Lautenberg Amendment. No history of excessive alcohol use or arrested in the past two years for two or more alcohol related incidents regardless of disposition, except when proven not guilty. No more than one active wage garnishment for delinquency. No more than two delinquent charge off/collection (>= 30 days) payments within last two years. Must not have used, distributed, or manufactured illicit narcotics or been arrested for any narcotics use, distribution or manufacturing. Have not sniffed or used a substance to obtain an altered consciousness state from aerosol spray, lighter fluid, petro chemical, adhesives, Freon, or any other chemical for a purpose not intended for use. Qualified to bear firearms according to AFI 31-117, "Arming and Use of Force by Air Force Personnel". No acts of larceny, wrongful appropriation, robbery, burglary, housebreaking, misconduct in combat defined in UCMJ Articles 99-106, or any act that harmed or had the potential to harm the physical safety or well-being of animals to include Military Working Dogs. 3P0X1 SPECIALIZEDEXPERIENCE
: 1 year equivalent to at least next lower grade level (GS-06). Experience that provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience and/or training must show possession of the knowledge, skills and abilities needed to fully perform the duties of the position. Requirements (continued) Never convicted by a civilian court of a Category One, Two, or Three offense, nor exceeded the accepted number of Category Four offenses.
