7410 Hall St.•St. Louis, MO The Commissioner of Towing Services is an executive leadership position within the City of St. Louis Street Department. The primary mission of this role is to enhance the quality of life in the community by maintaining clear rights-of-way and improving neighborhood safety through the efficient removal, storage, and disposal of vehicles that pose a public nuisance. This includes vehicles involved in accidents, or those that are derelict, abandoned, or creating obstructions.
Essential Functions and Responsibilities:
Operations Management:
Directing all aspects of the impound facility, which has a capacity for approximately 1000 vehicles and includes approximately 1000 tows per month, and overseeing the weekly public auction of eligible vehicles. •
Personnel and Administration:
Managing a workforce of approximately 33 full-time positions, including administrative staff, dispatchers and tow truck operators. •
Financial Oversight:
Managing the division's budget and procurement processes for personnel, equipment, utilities, and materials. This involves tracking revenues and analyzing data to improve operational efficiency rather than simply maximizing profit. •
Legal and Regulatory Compliance:
Ensuring strict adherence to all City ordinances and state laws regarding vehicle towing, impoundment, and disposal. This includes acting as an appeal officer to resolve disputes related to towed vehicles. •
Strategic Planning:
Developing and updating standard operating procedures (SOPs) and work rules to modernize the division, including implementing new technologies like web-based dispatching and mobile tablets for drivers. •
Stakeholder Collaboration:
Working closely with the Saint Louis Metropolitan Police Department, other City agencies, and concerned citizens to address neighborhood blight and safety concerns. • Responsibilities include scheduling, payroll, performance reviews, and disciplinary proceedings as well as other duties as assigned by the Director of Streets.
Knowledge, Skills, and Abilities:
Public Relations and Communication:
Ability to respond promptly and courteously to citizen concerns, remaining calm and professional even when dealing with upset individuals. •
Data Analysis:
Proficiency in leveraging data to drive efficiencies, track performance outcomes (such as reducing the number of open service requests), and foster accountability. •
Safety and Security:
Comprehensive knowledge of workplace safety rules to reduce injuries and equipment damage. Experience implementing security measures, such as surveillance systems, for large-scale assets. •
Conflict Resolution:
Skills in managing inter-departmental relations and resolving internal personnel conflicts effectively. •
Technical Proficiency:
Proficient in computing, including experience with Google. •
Equipment, Tools and Materials:
Requires the ability to operate a variety of office equipment, including but not limited to a computer, fax machine, photocopier, scanner, printer. Requires the ability to work with multiple computer programs including but not limited to CityWorks, Gmail, and Microsoft Office Suite; proficiency in Word, Excel, and Google Workspace and inventory control modules. Qualifications A Bachelor's degree in Public Administration, Business Management, Logistics, or a related field; plus four years of management experience within a municipal and/or large-scale logistical environment. OR, an equivalent combination of education, training and experience. Qualifying experience must include working with city ordinances and state laws related to property management or vehicle services.
Preferences:
Experience supervising/managing a tow lot or towing services.
License:
Must possess and maintain a valid driver's license while employed by the City of St. Louis. Must possess a valid driver's license at the time of filing application and be able to present it upon request. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
