Job Description
ESSENTIAL JOB DUTIES
% of Time Essential Job Duties by Category 80% Human Resource, Training and/orPayroll Duties:
In consultation with the Human Resources Division, prepares, edits, and distributes correspondence, reports, forms, and documents. Plans and coordinates special and administrative assignments or programs. Oversees, develops and coordinates varied records processing activities requiring the application of policies and procedures. Interprets and ensures compliance with applicable federal, state and local laws, rules, and regulations. Provides training for staff in several staff services areas. Coordinate and participate with developing job postings and screening applicants, and guide staff regarding policy and procedure questions on promotions, demotions, merit increases, transfers, and separation of employees. May process employee payroll changes, handle employee leave requests, assist with position control and serve as leave coordinator. 15% Purchasing, Accounting and/orBudgeting Duties:
Develops, prepares and monitors large comprehensive budgets and assists in development, preparation, monitoring, analyzing, forecasting and other budget related actions. Prepares budget/expense reports. Purchasing level access may be granted up to 25K approval authority to monitor, track and approve purchase orders. May monitor contracts to ensure compliance with state and federal laws. O rder and track merchandise, supplies, and equipment in accordance with state and agency requirements. May prepare and track all procurement requests in accordance with all state and agency requirements. Oversee the processing of purchase orders, coordinate and monitor expenditures, and maintain inventory. 5%Marginal Job Duties:
Performs additional duties as assigned. Complies with Agency, Division and Department rules, regulations, and procedures.MINIMUM QUALIFICATIONS
:Education :
Graduation from High School or GED.Experience :
Seven years of administrative support experience. One year of experience in overseeing, planning, directing, or performing staff services functions such as office management, business administration, human resource administration, purchasing or budget preparation work. Experience providing assistance to several positions such as directors, supervisors/managers, and/or staff related to various staff services functions. Experience preparing, editing, or distributing comprehensive correspondence, reports, forms or documents.NOTE:
Experience may have occurred concurrently.Licensure :
Applicant must possess a valid State driver's license. Must successfully complete the Texas Comptroller of Public Accounts Basic Texas Purchaser Course within six months of employment hire date if required by agency or divisional leadership. Must successfully complete the Certified Texas Contract Developer certification training if required by agency or divisional leadership.NOTE :
Retention of position contingent upon obtaining and maintaining required license and completion of required training.ACCEPTABLE SUBSTITUTIONS
:Experience :
Thirty semester hours from an accredited college or university with coursework in management, business administration, human resource administration, accounting may substitute for one year of the required experience in administrative support, with a maximum substitution 120 semester hours.PREFERRED QUALIFICATIONS

Experience supervising the work of others.KNOWLEDGE, SKILLS, AND ABILITIES
: Knowledge fiscal control or budgeting techniques or practices. Knowledge of administrative support. Knowledge of human resource administration. Skill in coordinating activities. Skill in the use of a computer and/or applicable software. Skill in critical thinking. Skill in using Microsoft Office Suite, Virtual meeting platforms (MS Teams, Zoom, Webex, etc) and/or Adobe products. Ability to study or evaluate programs and propose recommendations. Ability to communicate effectively. Ability to analyze and solve work problems.WORKING CONDITIONS
: Required to work 8 hours per day, 5 days per week. Required to pass a national fingerprint-based background check to maintain employment. May be required to work overtime, holidays, weekends, and hours other than regularly scheduled with supervisor approval. May be required to operate a state vehicle. Required to travel 5% with possible overnight stays. Required to conform to dress and grooming standards, work rules and safety procedures.
