SUMMARY OF JOB

Under the general supervision of the Director of Public Safety, the Public Safety Officer performs a wide variety of public safety duties to include police, law enforcement, fire prevention, fire suppression, rescue duties and perform as firefighter/EMT. This includes providing public protection services on a routine basis; arbitrating disputes; protecting and recovering property; and patrolling the City of Ferris to prevent, detect and investigate criminal violations of federal, state and local laws. Additionally, Ferris DPS Officer is responsible for performing public safety work involving the protection of life and property by engaging in firefighting and using Emergency Medical Services skills. In addition, the DPS Officer may engage in fire code enforcement, public education, and station equipment maintenance. The DPS Officer performs related work as required or assigned.

Qualifications:

PRIMARY DUTIES AND RESPONSIBILITIES

Enforce City Ordinances, State and Federal laws. Respond to calls for emergency and non-emergency service. including police protection, fire suppression, and emergency medical treatment. Make ethical decisions that conform to applicable City Ordinances, State or Federal Laws, Department Policy, Regulations, etc., without supervision. Work well with the public, other agencies, and coworkers daily, communicating effectively, maintaining alertness, composure, helpful attitude and professionalism in all circumstances, including stress, verbal abuse, criticism, and/or other adverse conditions. Adapt toward procedures, programs, regular and special assignments. Attend all courts as scheduled or requested.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

Code of Criminal Procedures Penal Code Transportation Code Laws, court procedures, precedents, and government regulations and ordinances. Rules and regulations for the protection of people, data, and property, including the use of weapons and force. Latest technological advancements and trends in law enforcement. Procedures for detecting, collecting, and preserving evidence. Fire suppression procedures and techniques, incident stabilization and mitigation, safe operation of hand tools, mechanical tools, and large vehicles. Hose and ladder operation, salvage and overhaul, fire stream application, ventilation, rescue operations, and inspections. Principles, processes, and techniques of assessing and rendering aid. Principles of effective public relations and relationships with individuals, community groups and other agencies.

Skill in:

Functioning effectively in emergencies. Comprehensive knowledge of department Standard Operating Procedures and Emergency Medical Protocols. Working knowledge of and ability to safely operate all emergency equipment including but not limited to rescue tools, air bags, rescue jacks, and air compressors. Establish and maintain effective, cooperative working relationships with City employees, officials, and representatives from other local, state, and federal agencies. Understand and follow the department's policies and procedures regarding chain of command reporting. Knowledge and ability to perform public education on fire safety and fire prevention. Working knowledge of HIPPA laws in relation to EMS operations and must meet the requirements of patient confidentiality. Proficiency in Basic Life Support techniques and protocols. Ability to perform heavy lifting as required for patient transport and equipment handling. Solid understanding of physiology to aid in effective patient assessment and treatment.

Ability to:

Use a variety of police equipment, including specialized communications and computer equipment. Respond to emergency and non-emergency service calls for assistance. Defuse confrontational or hostile individuals. Ability to analyze emergencies and react quickly, calmly, and correctly to act effectively, giving due regard to hazards and circumstances. Ability to function effectively in emergencies. Ability to speak, read, and understand English and possess good verbal and written skills. Ability to maintain accurate logs, activity reports, and other records. Interpret and apply federal, state and local policies, laws and regulations. Follow guidelines for the use and care of police and fire suppression equipment. Safely operate department vehicles. Communicate effectively, both orally and in writing. Using computers and various software programs. Maintain an appropriate level of physical fitness. Maintains current knowledge of response districts including all streets, block splits, hydrant locations, Fire Department Connections and Knox Box locations, and Fire Protection Systems in the City of Ferris. Participates in pre-fire planning and public education. Assist the Fire Marshal Office with fire and arson investigations. Participate in emergency management activities as required. Render services as needed to save lives and property.
