$41,000 Per Year DOE Position Summary The Patrol Officer is responsible for performing general law enforcement duties to protect life and property, prevent crime, and preserve public peace within the Town of St. Paul. Officers enforce local ordinances and state laws, investigate incidents, respond to emergencies, and engage proactively with the community to build trust and promote safety. Patrol Officers are the department's most visible representatives and are expected to conduct themselves with integrity, professionalism, and sound judgment at all times. Work involves independent decision-making under varying and sometimes hazardous conditions. Essential Duties and Responsibilities Patrol and Enforcement Patrols assigned areas of the Town by vehicle, bicycle, or on foot to deter and detect criminal activity. Responds promptly to calls for service, accidents, alarms, and emergencies. Enforces Town ordinances, Virginia statutes, and applicable federal laws. Issues warnings, summonses, and citations as appropriate. Conducts traffic enforcement and crash investigations. Observes and reports potential hazards, suspicious activities, and security concerns. Investigations and Reporting Conducts preliminary investigations of crimes, accidents, and disturbances. Interviews victims, witnesses, and suspects; gathers and preserves evidence. Prepares clear and detailed written reports, case files, and affidavits. Testifies in court proceedings and administrative hearings as required. Works collaboratively with other agencies and departments as needed. Community Policing and Public Relations Builds positive relationships with residents, businesses, and community groups. Participates in community outreach, safety programs, and special events. Educates the public on crime prevention, traffic safety, and local ordinances. Promotes public confidence in the department through courteous, professional conduct. Training and Professional Development Maintains required certifications and attends periodic training in firearms, defensive tactics, and law updates. Participates in continuing education to enhance skills and knowledge. Complies with departmental policies, use-of-force standards, and ethical guidelines. Safety and Emergency Response Responds to and manages critical incidents, including medical emergencies, vehicle crashes, and natural disasters. Provides first aid or CPR as trained until medical personnel arrive. Uses discretion and sound judgment to de-escalate potentially volatile situations. Follows proper radio procedures and maintains situational awareness at all times. Knowledge, Skills, and Abilities Knowledge of modern law enforcement principles, criminal statutes, and investigative methods. Ability to exercise sound judgment, impartiality, and discretion under pressure. Strong communication, writing, and interpersonal skills. Physical ability and endurance to perform patrol, respond to emergencies, and restrain subjects if necessary. Competency in operating police vehicles, radios, firearms, and standard-issue equipment. Commitment to teamwork, community relations, and ethical policing practices. Education and Experience Requirements High school diploma or equivalent required; associate or bachelor's degree in Criminal Justice or related field preferred. Must be at least 18 years of age. Previous law enforcement or military experience preferred but not required. Licenses and Certifications Must possess and maintain Virginia Law Enforcement Officer certification through the Virginia Department of Criminal Justice Services (DCJS). Must maintain firearms, EVOC, and defensive tactics qualifications. Valid Virginia driver's license required. CPR, First Aid, and AED certification preferred. Physical Requirements and Working Conditions Work involves exposure to physical danger, stress, and all weather conditions. Requires the ability to run, climb, lift, and subdue resisting individuals when necessary. Shift work, holidays, weekends, and emergency callouts are required. Must maintain physical fitness and readiness consistent with departmental standards.
