This position provides executive-level leadership for the Labor Relations Department and supervises labor relations staff in support of the District's operational and educational goals. The Chief Labor Relations Officer develops and communicates districtwide labor relations strategy, advises executive leadership on complex and sensitive labor matters, oversees negotiations and contract administration for all bargaining units, and directly leads or participates in negotiations and other labor relations activities as assigned. This position ensures alignment, consistency, and compliance with applicable laws, Board Policies, Administrative Regulations, and collective bargaining agreements. Essential Duties Plan, organize, direct, and evaluate the operations and activities of the District's Labor Relations Department. (E) Provide strategic leadership for the District's labor relations program across all bargaining units and employee groups. (E) Develop, communicate, and implement Districtwide labor relations goals, priorities, negotiation strategies, and operational systems aligned with District objectives and executive direction. (E) 2 Oversee collective bargaining activities for all bargaining units, including assigning lead responsibility, providing strategic direction, reviewing proposals, and ensuring consistency in labor relations practices and outcomes. (E) Serve as the District's lead negotiator or participate directly in collective bargaining, mediation, labor-management meetings, and other labor relations proceedings as assigned. (E) Lead preparation for negotiations, including proposal development, costing coordination, research, data review, comparability analysis, and contract language development. (E) Provide executive guidance, consultation, and support to labor relations staff, District leadership, and site and department administrators regarding labor relations matters, contract compliance, grievance handling, disciplinary implications, and statutory requirements. (E) Direct and oversee the administration, interpretation, and implementation of collective bargaining agreements, side letters, memoranda of understanding, settlement agreements, and related labor documents. (E) Direct and oversee District response to grievances, arbitrations, mediations, unfair practice charges, agency complaints, requests for information, demands to bargain, cease and desist matters, and other labor-related disputes and proceedings. (E) Coordinate with Human Resources, Business Services, legal counsel, and other departments to ensure labor strategies, proposals, and agreements are operationally sound, legally compliant, and fiscally aligned. (E) Coordinate with legal counsel and District leadership regarding labor and employment hearings, administrative proceedings, court-related matters, and dispute resolution strategy; attend hearings and proceedings as assigned. (E) Direct the preparation, review, and revision of labor-related policies, procedures, regulations, job descriptions, notices, correspondence, reports, Board agenda materials, and other related documents. (E) Analyze, interpret, and apply Collective Bargaining Agreements, Board Policies, Administrative Regulations, Education Code, Government Code, Case Law, PERB decisions, and other applicable laws and guidance. (E) Meet regularly with union leadership, District administrators, and executive leadership to maintain productive labor-management relationships, address concerns, and support effective communication and problem-solving. (E) Advise executive leadership regarding labor climate, negotiation implications, organizational risk, fiscal impact, workforce trends, and recommended courses of action. (E) Oversee release time processes, negotiated calendars, annual notifications, return-to-work calendars, job descriptions, compensation and reclassification matters, and other recurring labor relations functions and timelines. (E) Ensure the maintenance of accurate, complete, and confidential labor relations records, files, logs, timelines, and documentation. (E) Direct research and analysis regarding compensation, benefits, organizational structure, staffing impacts, negotiation trends, and comparative practices. (E) Prepare and present written reports, recommendations, updates, and presentations to executive leadership, cabinet, and the Board of Education as assigned. (E) Participate in closed- and open-session Board briefings and provide labor relations updates, analysis, and recommendations as assigned. (E) Train, supervise, support, and evaluate assigned staff; establish performance expectations and promote professional growth, accountability, and effective service delivery. (E) Oversee and investigate grievances and other labor disputes, gather and analyze relevant facts and documentation, and recommend or implement appropriate resolutions consistent with collective bargaining agreements, District procedures, and applicable law. (E) Develop internal systems, protocols, and department procedures to improve consistency, responsiveness, compliance, and service to schools and departments. (E) Provide professional development and training regarding labor relations, contract administration, grievance prevention, and best practices in employee and labor relations. (E) Participate in District committees, leadership meetings, labor-management meetings, and other assigned meetings in support of District goals. (E) Maintain professional conduct, sound judgment, political awareness, and strict confidentiality in all labor and employee relations matters. (E)
OTHER DUTIES
Perform related duties as assigned Requirements Principles, practices, and strategies of public sector collective bargaining, labor relations administration, and contract negotiations. Federal and state laws, codes, regulations, and legal principles governing employeremployee relations, including EERA, MMBA, wage and hour principles, equal employment opportunity requirements, and public-school employment practices. Grievance, arbitration, mediation, investigation, and dispute resolution processes. Contract interpretation and administration. Labor costing, compensation analysis, and the operational impact of bargaining proposals. Board Policies, Administrative Regulations, and procedures related to personnel administration and labor relations. Research methods, data analysis, report preparation, and presentation techniques. Interpersonal skills using tact, discretion, professionalism, and sound judgment. Operation of computer equipment and software applications used in labor relations and personnel administration. Lead and manage a comprehensive District labor relations program serving multiple bargaining units. Represent the District effectively in negotiations, labor-management meetings, grievance proceedings, and other labor relations matters. Develop, present, and implement labor relations strategies and recommendations. Interpret and apply laws, regulations, policies, procedures, and collective bargaining agreements accurately and consistently. Analyze complex labor relations issues and adopt effective, practical, and legally sound courses of action. Build and maintain effective working relationships with executive leadership, administrators, union representatives, employees, legal counsel, and other stakeholders. Communicate effectively orally and in writing with varied audiences. Meet schedules and timelines and manage multiple high priority matters simultaneously. Work independently with a high degree of initiative, judgment, and accountability. 4 Travel to District sites and other locations to attend meetings, conferences, hearings, and events, and to investigate working conditions and labor-related concerns. Maintain consistent, punctual, and regular attendance. Exercise discretion and maintain strict confidentiality in sensitive matters.Pay:
