senior leadership team As the General Counsel and Senior Vice President, you will: Be responsible for legal counsel on WAPA's position regarding all wholesale electricity business, legislive, regulory, DOE and WAPA policy and other changes which directly or indirectly impact WAPA's mission. Direct organizional activities, frame stregic plans based on broad organizional assessments and evalue long-term organizional objectives. Oversee and direct the internal organizion, staffing, policies, and personnel authorities required to carry out the responsibilities of the organizion, including the recruitment of senior managers and technical experts necessary to ensure the success of the program. Supervise the work of and assignments made by Assistant General Counsels to staff torneys; provides policy, technical, and administrive guidance, coordine projects, and direct all legal activities from research through litigion, which may include personal involvement in the most comprehensive or precedent setting projects or actions. Exercise review and supervisory authority for all legal work WAPA including th pertaining to power marketing and transmission management; sales and operions; construction, supply and services contracts and claims; property management including acquisition or disposal of real and personal property; personnel law, labor relions and reled administrive mters; and ethical restrictions th apply to Federal employees. Maintain continual relionships with top level management officials and key representives of other Federal agencies, local public bodies, prive and publicly owned utilities, and various interest groups on all legal mters affecting WAPA. TQ 1: Demonstred experience with electric utility operions laws and regulions, encompassing power generion/transmission (Federal Power Act/FERC), environmental compliance (NEPA), construction/supply/services contracting and claims, real and personal property management (acquisition/disposal), personnel and labor relions, ethics, and fiscal mters. TQ 2: Demonstred skill developing a stregy to communice, interpret, and advoce for complex legal mters arising in a broad range of legal practice (i.e. drafting and negotiing contracts, dispute resolution, litigion); provide legal advice to senior executives; assess and prioritize client and organizional needs; and manage and supervise a full-service legal office th represents the organizion.EXECUTIVE CORE QUALIFICATIONS
(ECQs): In addition to the Technical Qualificion Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment assessed for executive competency against the following five mandory ECQs.
