Job Description

APPLICANT QUALIFICATIONS
In order for an application to be approved, the applicant must clearly show the training, education, experience, and/or licensure/certification stated in the Typical Qualifications. All qualifying information must appear on the application form. No credit will be given for a Work Experience description that is unclear.
COLLEGE CREDIT HOURS
If the applicant is required to have completed a number of college credit hours in a specified field of study, the applicant must submit a copy of their unofficial college transcript with the application. If the applicant is hired, the applicant will be required to have their official transcript directly sent to the Livingston County Human Resources Department. The original transcript must be received by the Livingston County Human Resources Department before completing the onboarding process.

RESIDENCY
Candidates must have been legal residents of the following jurisdiction(s): Livingston County, or One of the following
Counties:
Allegany, Genesee, Monroe, Ontario, Steuben or Wyoming The work involves responsibility for the investigation of events, crimes and crime scenes, interviewing clients and witnesses, gathering and maintaining evidence, presenting findings and recommendations including the writing of reports, and testifying in both criminal and family courts. This is specialized investigative work in the office of the Livingston County Public Defender or Conflict Defender. Work is performed in the office and in the field. Supervision of others is not a responsibility of this class. The work is performed under the general supervision of the assigned supervisor. The work will be performed independently, with leeway allowed for the exercise of independent judgment within the limits of departmental policy. An Investigator (Public Defender's/Conflict Defender's Office) does related work as assigned. Conducts investigations on behalf of department attorneys, including but not limited to: interviewing clients, prospective witnesses, and suspects; checking criminal histories; reviewing police and arrest records and related legal documents; and establishing facts surrounding each case; Investigates locations, including crime scenes, by taking photographs, preparing charts, and diagrams; Obtains, secures, and preserves evidence; Maintains all records and documentation on investigations and prepares summaries or reports on results; Assists department attorneys in the preparation for and trial of criminal and family court cases; Maintains contact with witnesses and family members of clients; Ensures appropriate attendance at hearings and trials of clients, witnesses, etc.; Serves legal papers, including subpoenas and court orders; Maintains confidentiality of records and information related to cases and investigations; Attends trainings on law, modern investigation techniques, criminal forensics, and other matters; and Performs other related duties as assigned.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES, AND PERSONAL CHARACTERISTICS
: Good knowledge of the New York State Penal Law, Criminal Procedure Law, Search and Seizure Laws, and Rules of Evidence; good knowledge of modern investigative techniques; good knowledge of the techniques and procedures involved in establishing legal action in court; good knowledge of techniques involved in serving legal papers; ability to maintain confidentiality; ability to get along with others; ability to understand and follow oral and written instructions; ability to communicate effectively both orally and in writing; ability to conduct detailed confidential investigations; ability to prepare clear and accurate oral and written reports; ability to analyze findings and prepare recommendations; ability to enter and move within private residences; ability to lift boxes; ability to stand for long periods of time; ability to lift and carry 20 pounds; ability to stoop, bend, and kneel and crouch or bend at the knees; ability to work from step ladders and extension ladders; ability to perform activities in a variety of environments, temperatures, and weather conditions; ability to work in confined spaces; physical condition commensurate with the demands of the position.

Applicants must meet all requirements for one of the following qualification options in order to be approved for examination and/or appointment: Qualification Option # 1 2 3 4 Training/Education Possession of a Bachelor's [1] degree in criminal justice, criminology, police sciences, or a closely related field. Possession of a Bachelor's[1] degree. Completion of two years (or 60 credit hours) of college [2] . Possession of a high school diploma or a high school equivalency diploma. General experience None required. Two (2) years of full time, paid experience in conducting investigations (criminal, fraud, employment, background), investigative reporting, or similar work experience. Four (4) years of full time, paid experience in conducting investigations (criminal, fraud, employment, background), investigative reporting, or similar work experience. Eight (8) years of full time, paid experience in conducting investigations (criminal, fraud, employment, background), investigative reporting, or similar work experience. Supervisory experience N.A. License/Certification Possession of a valid New York State driver's license. Other requirements See Special Qualifications below. Part-time service will be given prorated credit toward experience requirements. [1] Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. A list of acceptable companies who provide this service can be found on the Internet at http://www.cs.ny.gov/jobseeker/degrees.cfm . You must pay the required evaluation fee. [2] For the purposes of these minimum qualifications, completion means the applicant achieved a grade of at least 2.0. An appropriate driver's license must be maintained throughout employment. A driving record evidencing safe and responsible vehicle operation is required. Must authorize and execute any necessary releases to enable the appointing authority to verify licensure and driving history involving violations and/or crimes. Must be able to lift and carry 20 pounds. Must be able to stand for long periods of time. Must be able to stoop, bend, and kneel and crouch or bend at the knees. Must be able to work from step ladders and extension ladders. Successful completion of a criminal background check. PROVISIONAL APPOINTMENT NOTICE
An individual who receives a provisional appointment must take the examination for the position title on the next occasion it is offered. In order to be eligible for a permanent appointment to the position, the provisional appointee must pass the exam and be ranked 1, 2, 3, or be tied in score with the individual ranked number 3 of those who are willing to accept appointment to the position. It should be understood that even if the provisional appointee is eligible for appointment, the employer may choose another candidate to fill the position on a permanent basis. Questions regarding provisional appointments should be directed to the Livingston County Human Resources Department.
NOTE:
Livingston County residency is not a requirement for this position. However, Livingston County residents will be given p reference in the hiring process.
