Job Description

The Office of Human Resources at Indiana University of Pennsylvania seeks an Employee & Labor Relations Manager to support employee and labor relations initiatives across the University. This position provides guidance to supervisors on collective bargaining agreements, employee performance, workplace investigations, discipline, grievances, and position classification. The successful candidate will partner with university leadership, union representatives, and Human Resources colleagues to promote positive employee relations, ensure compliance with employment laws and labor agreements, and support a collaborative workplace culture. Labor & Employee Relations Administer multiple collective bargaining agreements and provide guidance to supervisors on contract interpretation, employee relations, discipline, and performance management. Investigate workplace issues, conduct grievance investigations, and coordinate the grievance and arbitration processes in collaboration with PASSHE Labor Relations and legal counsel. Advise managers on employee performance concerns, corrective action, and disciplinary procedures while ensuring compliance with applicable labor agreements, employment laws, and University policies. Build collaborative relationships with union leadership, managers, and campus stakeholders to support positive labor-management relations. Develop and deliver training on labor relations, supervisory responsibilities, and HR topics. Monitor labor relations processes, maintain required records and reports, recommend process improvements, and support implementation of HR systems and technology. Classification Conduct classification reviews and job analyses for staff positions and prepare recommendations for University leadership. Develop and maintain accurate position descriptions and ensure positions are properly classified prior to recruitment. Review requests related to position classifications, organizational changes, and out-of-class assignments while ensuring compliance with collective bargaining agreements and PASSHE guidelines. Participate in classification grievance proceedings as needed. Human Resources Support Collaborate with Human Resources leadership to support departmental initiatives and provide consultation on employee relations and classification matters. Assist with policy development, workforce planning, reporting, compliance activities, and continuous process improvement. Perform other related duties as assigned.
Required Knowledge, Skills & Abilities:
Knowledge of employment law, labor relations principles, HR best practices, and applicable collective bargaining agreements. Excellent analytical, organizational, communication, and interpersonal skills. Ability to build collaborative relationships with employees, managers, union representatives, and campus stakeholders. Ability to manage multiple priorities while maintaining confidentiality, professionalism, and sound judgment. Proficiency with Microsoft Office and the ability to learn HRIS and enterprise systems. Demonstrated commitment to customer service, diversity, equity, inclusion, and continuous improvement. Minimum Qualifications (Required): Bachelor's Degree in related field or a bachelor's degree with relevant working experience. 3-5 years of Human Resources experience. Demonstrated work experience that provides a foundation for successful completion of job functions; including attention to detail in report writing, ability to collaborate effectively with all levels across the University, ability to maintain professionalism, objectivity and confidentiality when working with and investigating sensitive cases. Excellent oral, written and interpersonal, and communication skills.
