Job Description

Appointed by the County Executive and confirmed by the County Board, the Corporation Counsel provides a wide range of legal services to the County Executive, County Board of Supervisors, and the County's officers and employees. The Office of the Corporation counsel is the central and coordinating area for all county legal affairs and documents. Under the general authority of '59.07(44), Wis. Stats., the Corporation Counsel represents the County in civil actions; participates in other legal proceedings as required; performs related duties including drafting of and/or reviewing of contracts, resolution and ordinances, and, provides information to the general public and others regarding legal issues, etc.
Hours:
Monday-Friday but must have flexibility for business needs •Position will not start until end of July. Offers a comprehensive benefits package including being a part of the Wisconsin Retirement System. The following duties are most critical for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Advises County Executive, County Board, County department heads, and County employees regarding legal issues. Negotiates, drafts and/or reviews contracts, leases, documents, resolutions and ordinances for County. Represents the public's interest in involuntary alcohol and mental health commitments and in guardianship and protective placement proceedings. Represents the County in civil actions involving the County. Serves as Parliamentarian on County Board meetings. Prosecutes ordinance violations. Assists in unemployment claims as needed. Supervises Corporation Counsel staff and prepares the departmental budget for Executive review. Performs other duties as assigned. Licensed to practice law in the state of Wisconsin. Experience in federal regulatory requirements for airports primarily with regard to FAA grant assurances. Law degree with six to nine years legal practice experience including trial experience. Working knowledge and experience in municipal law, especially as it relates to counties. Expertise in area of contracts highly desired. Or any combination of education and experience that provides equivalent knowledge, skills, and abilities. Must possess a valid driver's license Ability to assign, supervise, and review the work of others. Ability to make decisions regarding the selection, discipline, and discharge of employees. Ability to comprehend and interpret a variety of documents including petitions, reports, contracts, legal complaints, state statutes, court opinions, local ordinances, etc. Ability to prepare a variety of documents including personnel evaluations, legal opinions, legal proceedings, contracts, leases, deeds, and other legal documents. Ability to use and interpret medical, legal, accounting, and personnel related terminology. Ability to communicate effectively with County Board Supervisors, County Executive, County department heads, and other County employees, police and law enforcement personnel, doctors, judges, attorneys, clients, and the general public verbally and in writing. Ability to draft, negotiate and analyze complex commercial transactional documents. Ability to use and interpret "Robert's Rules of Order" and/or other related parliamentary procedures.
