GENERAL JOB DESCRIPTION
Under the direction of the City Attorney, provide a wide range of legal services to the Mayor, City Council, City departments and various boards and commissions. Represent the City in litigation before courts and administrative bodies, including civil enforcement matters related to nuisance properties, dilapidated structures and dangerous buildings, and the recovery of public funds expended for abatement. Prepare pleadings, ordinances, resolutions, contracts, leases, letters, memoranda, and other documents. Assist with criminal prosecution matters as assigned or as necessary to support the needs of the City Attorney's Office.
PRIMARY DUTIES AND RESPONSIBILITIES
Perform general legal research; utilize law libraries and other research mechanisms; and keep current on relevant legal issues. Respond to inquiries and provide legal advice on a variety of topics to the Mayor, City Council, City departments and various boards and commissions. Prepare legal and other documents, including briefs, pleadings, ordinances, resolutions, contracts, leases, permits, letters, and memoranda. Assist with civil enforcement matters involving nuisance properties, dilapidated structures and dangerous buildings, and related code enforcement issues. Assist with legal processes to recover City funds expended to abate nuisance conditions, including preparing and filing liens, pursuing collection of abatement costs, and, where necessary, assisting with lien foreclosure and related sale proceedings in accordance with applicable law. Coordinate with City departments and City Attorney's Office staff to gather records, prepare documentation, track abatement costs, and support enforcement and recovery efforts. Receive and respond to public inquiries, citizen complaints, and requests for information.
SECONDARY DUTIES AND RESPONSIBILITIES
Assist with criminal prosecution matters as assigned or as necessary due to staffing needs within the City Attorney's Office. Perform other duties and responsibilities as required.
KNOWLEDGE, SKILLS, AND ABILITIES
Relevant principles of civil, criminal, constitutional and administrative laws, codes, and regulations. Relevant principles of federal, state, and local civil and criminal procedure, and municipal law. General understanding of civil litigation, administrative enforcement, lien procedures, and collection remedies, or the ability to develop such knowledge. Properly interpret and apply federal, state, and local laws, regulations, and policies. Communicate concisely and clearly, both orally and in writing. Understand and follow oral and written instructions. Exercise sound judgment, maintain professional working relationships, and manage multiple assignments with competing deadlines.
QUALIFICATIONS FOR THE JOB
Required:
An active Wyoming State Bar license.
Preferred :
One (1) to five (5) years of increasingly responsible experience in the practice of law.

The employee is also required to maintain physical condition necessary for operating assigned equipment, walking, standing, kneeling, repeated bending or sitting for prolonged periods of time and lifting to 30 pounds. Maintain mental capacity which allows the capability of making sound decisions demonstrating intellectual capabilities.
Working Environment :
