Job Description

This position is primarily responsible for providing legal support in the OIG's functions. This professional will also assist the OIG in ensuring agency compliance with applicable legal requirements, as well as perform other legal functions as assigned. This position reports to the OIG General Counsel. Illustrative Tasks Assist in the evaluation of incoming tips and complaints for legal implications, applicability of Inspector General jurisdiction, and identification of legally prudent investigative steps, as necessary. Assist in the planning and supervision of inquiries and investigations, ensuring that the Deputy Inspector General and General Counsel are updated on the progress and findings of the inquiries and investigations. Assist special agents and audit staff in assessing the potential legal implications of all matters and with the construction of contractual terms. Evaluate findings for legal implications, sufficiency of evidence, and identification of any additional investigative steps, as necessary. Assist in developing and coordinating compliance reviews. Coordinate and participate in training programs as needed. Research and draft ordinances, resolutions, contracts, legal memoranda, complaints, writs, motions, affidavits, and petitions. Assist in the drafting and editing of investigative reports and memoranda. Assist in representing the office in various types of litigation, as assigned. Attend meetings, hearings, trials, and other proceedings as assigned. Monitor and recommend updates for OIG legal publications, the OIG website, and OIG templates and processes. Assist in evaluating public records requests, including reviewing all records requested for applicability of legal exemptions and drafting responses. Assist in overseeing the OIG subpoena issuance process to ensure compliance with legal requirements such as notice, service, and proper description of items requested to comply with rules, etc. Related duties as necessary, and other duties as assigned. Knowledge, Skills, and Abilities Knowledge of judicial and administrative procedures as well as rules of evidence. Demonstrated ability to litigate civil, criminal, or administrative law cases. Ability to analyze and prepare a variety of legal documents. Knowledge of and ability to conduct research on legal problems and prepare legal opinions. Ability to express ideas clearly and concisely, both orally and in writing. Ability to establish and maintain effective and respectful working relationships with the general public, co-workers, and those under the OIG's authority or jurisdiction. Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of the OIG Manual of Directives, including the OIG Code of Ethics and Standards of Conduct. Required Experience and Training Law degree from an accredited law school and active membership in the Florida Bar with a minimum of 3 years of experience as an attorney, preferably within a government setting.
