Each year, HCAM assists over 80,000 individuals across the state, offering personalized guidance, health education, and advocacy to ensure every Marylander has an equal opportunity to achieve optimal health. healthcareaccessmaryland.org Job Summary The Medicaid Enrollment Specialist helps consumers apply for health insurance through Maryland Health Connection. This role provides accurate information, enrollment assistance, and access to Medicaid services for eligible individuals. The position also supports outreach and Medicaid enrollment at various Maryland Department of Public Safety and Correctional Services Parole and Probation sites. Duties and Responsibilities Assist consumers with applying for Medicaid through the Maryland Health Connection Refer consumers to the HCAM Connector team and partner agencies, as appropriate. Provide system navigation support and information about Health Choice. Conduct outreach and enrollment activities. Receive, upload, and process verification documents and work items. Maintain accurate and current consumer records. Enter data across multiple systems. Enroll consumers in Managed Care Organizations. Monitor productivity and complete required reports. Process state reports in Maryland Health Connection. Complete referrals and CTAD requests. Productivity Requirements Process a minimum of 18-24 activities/touchpoints per day , achieving at least 90% of the established productivity standard . Eligible activities include, but are not limited to: Maryland Children's Health Program (MCHP) and Medical Assistance for Families (MAF) case processing Verifications Checklist (VCL) actions Certified Turnaround Documents (CTAD) activities State reports follow up Other tasks that may be assigned Quality and Compliance Requirements Maintain a minimum 90% compliance rate on all audited cases , ensuring accuracy, completeness, and adherence to MCHP grant requirements, policies, and procedures. Ensure all case actions are processed timely and documented appropriately to support audit readiness and program integrity. State Report Processing Compliance All State reports must be reviewed and acted upon within two (2) business days of receipt. Staff are required to provide a documented response/outcome within the two-business-day timeframe, including any corrective action, follow-up, or case disposition as applicable Documentation Maintains accurate and up-to-date consumer records, including demographic, insurance, and eligibility information. Completes documentation for Managed Care Organization enrollments, Health Choice selections, and related consumer education. Tracks and documents productivity metrics, daily activities, and required internal/external reports. Processes and documents state reports and case actions when applicable Completes and documents referrals, CTAD requests, and case coordination activities in the appropriate systems. Reports and documents about any HIPAA/privacy concerns, incidents, or breaches immediately in accordance with agency policy Funder Relationships Builds and maintains professional relationships with state funders and partner organizations supporting Medicaid enrollment activities. Serves as a point of contact for funder-related communication, program updates, and operational coordination. Supports compliance with funder requirements by maintaining accurate records, timely reporting, and complete documentation. Coordinates with internal staff and external partners to address funder requests, resolve issues, and support program goals. Represents the program professionally in meetings, outreach events, and collaborative activities involving funders and stakeholders.
