Director of Safety Birmingham Jefferson County Transit Authority Birmingham, AL Job Details Full-time 1 day ago Benefits Health insurance Dental insurance Paid time off Vision insurance 401(k) matching Life insurance Qualifications Teamwork Interpersonal skills Team leadership Writing skills Employee relationship building Bachelor's degree Business Administration General management Full Job Description Overview The Director of Safety is responsible for leading and managing all aspects of professional workforce safety programs, training for personnel requiring commercial driver's license, customized training for emergency preparedness, sexual harassment, workplace violence, etc., etc.) This position provides strategic and operational leadership to ensure the safety of employees, fleet operations, and the public while promoting a culture of accountability, compliance, and continuous improvement. The Director oversees transit safety initiatives in accordance with Federal Transit Administration (FTA), Department of Transportation (DOT), Occupational Safety and Health Administration (OSHA), Transportation Security Administration (TSA), Alabama state regulations, and applicable industry best practices. This role serves as a key advisor to C-Suite leadership regarding operational risk, accident prevention, workplace safety, security planning, emergency management, and regulatory compliance. Responsibilities . Serves as chief investigator for bus incidents/accident, conducts analysis and makes recommendation for preventive measures.
  • Supervise the work of safety and training personnel.
  • Conducts safety inspections of all BJCTA owned or leased vehicles, including automotive and heavy equipment.
  • Develop, implement, and maintain safety policies, procedures, programs, and performance standards.
  • Lead corrective action planning and follow-up activities related to safety findings, audits, inspections, and investigations.
  • Ensure compliance with Public Transportation Agency Safety Plan (PTASP) requirements.
  • Prepare and submit required safety and compliance reports to regulatory agencies.
  • Oversee transit system security operations, facility security measures, and emergency preparedness initiatives.
  • Coordinate security planning for transit facilities, fleet operations, transit centers, and special events.
  • Conduct routine security inspections of facilities and equipment
  • Respond to security incidents, disturbances, accidents, and emergencies
  • De-escalate conflicts involving passengers or employees using professional judgment
  • Maintains records and develops reports on new or ongoing programs and program effectiveness; prepares statistical reports, as required.
  • Coordinates and oversees Accident Review Committee and reporting activities.
  • Oversee defensive driving program; including scheduling and teaching classes; maintains participant database.
  • Develops safety education and safety training programs; evaluates training needs; develops materials and conducts training sessions to meet BJCTA's safety objectives.
  • Assist in preparation of defense materials and legal strategies.
  • Develop and coordinate hazardous materials handling training.
  • Reviews plans, specifications and drawings for new and existing facilities, equipment, and tools.
  • Conduct onsite inspections at occupational injuries clinics, drug and alcohol collection sites and pre-/post-employment facilities.
  • Conduct on board safety inspections.
  • Conducts evacuation drills, including fire, disaster and security.
  • Ability to work independently.
  • Review, code and investigate incident reports; recommend corrective action as appropriate.
  • Communicate effectively, both orally and in writing with management, public officials, and the general public.
  • Maintain regular and predictable attendance in accordance with required schedules.
  • Ability to complete an assigned task in a safe manner and in a constant state of alertness.
  • Must be available to work varying hours consistent within service operations parameters.
  • Must read chemical labels and follow safe handling procedures.
  • Must understand and follow all safety rules.
  • Must be able to work in a cooperative manner with co-workers.
  • Perform duties similar in nature and level as required.
KNOWLEDGE, SKILLS, AND ABILITIES
  • Strong knowledge of FTA, DOT, OSHA, TSA, ADA, and transportation safety regulations.
  • Knowledge of Safety Management Systems (SMS) principles and implementation.
  • Ability to conduct investigations, analyze data, and implement corrective actions.
  • Strong leadership, organizational, communication, and interpersonal skills.
  • Ability to manage multiple priorities and respond effectively during emergencies.
  • Proficiency in Microsoft Office Suite and safety reporting systems.
  • Ability to build collaborative relationships across departments and external agencies.
Qualifications Education:
  • Bachelor's degree in Safety Management, Occupational Safety, Emergency Management, Transportation, Public Administration, Business Administration, or a related field required.
  • Six (6) years of experience including technical training and safety; apprenticeship programs, employee relations, and /or management experience.
Two of the six (6) years are required in the transportation or vehicle maintenance industry.
Experience:
Minimum of seven (6) to ten (10) years of progressively responsible experience in safety, security, risk management, transit operations, or regulatory compliance.
  • Minimum of five (5) years of leadership or management experience.
  • Experience in public transit, transportation, government, municipal operations, or similarly regulated industries strongly preferred.
  • Experience managing FTA compliance and Safety Management Systems (SMS) preferred
