About the Role Are you a strategic EHS leader who goes beyond basic compliance to build a true climate of safety? HMS Construction, Inc. is seeking a highly skilled Regional Safety Manager to act as the primary champion and subject matter expert for our operations across Hawaii and California. Reporting to the Corporate Safety Director, you will use a "Safety Manager" leadership approach to provide holistic, strategic guidance to a decentralized safety team, mirroring the foresight required to oversee diverse municipal projects. You won't just enforce rules; you will mentor staff, manage budgets, and empower your team to make autonomous, informed decisions in the field.
What You Will Do Strategic Team Leadership:
Direct and allocate personnel across multiple concurrent construction projects, overseeing field audits, and providing constructive counseling to ensure regulatory consistency.
Budget & Financial Management:
Forecast and manage regional EHS budgets, monitor spending, and allocate funds for professional development, training, and tuition assistance. Work with estimating teams to ensure contracts include dedicated safety line items and minimum specialist hours.
High-Voltage Expertise:
Act as the Subject Matter Expert (SME) for high-voltage transmission and distribution (ET&D) construction, ensuring strict adherence to
OSHA ET&D
standards, IBEW safety protocols, and
NESC/IEEE
standards.
Incident Investigation:
Serve as the lead facilitator for critical incidents using structured Root Cause Analysis (RCA) methodologies like the TapRooT® System, 5-Why, or Fishbone diagrams.
Federal & Agency Compliance:
Manage safety operations for USACE, NAVFAC, and FRA projects while acting as the primary liaison with OSHA and the DOT.
Operational Safety:
Manage the fleet safety program (FMCSA), design/audit temporary traffic control plans per MUTCD, and oversee the company's rubber protective equipment program.
Hazard Control:
Manage complex Lockout/Tagout (LOTO) procedures, utility switching clearances, and live-line work protocols. What You Bring (Qualifications)
Experience:
8 to 10 years of progressive EHS experience with direct expertise in construction and utility safe work procedures.
Education/Trade Status:

Professional :
Bachelor's degree in occupational safety and health discipline, or equivalent with experience (Business, Communications, Engineering, etc.) o Trade status (e.g., IBEW Journeyman, Lineman, Carpenter Foreman): minimum of 20 years of hands-on construction, managing experience and proven safety leadership.
