JOB SUMMARY
The Safety and Training Officer is responsible for all aspects of loss control and loss reduction initiatives for the City of Stamford and the Board of Education and will interact directly with management and employees to fulfill the requirements of this position, may perform other duties as required.
EXAMPLES OF DUTIES
Develop and implement safety and loss control standards and guidelines for City and Board of Education employees. Draft and maintain Safety and Loss Control Manual for City and Board of Education. Ensure that all departments in the City and the Board of Education comply with all local, state and federal governmental agencies that promulgate safety and loss control rules and regulations. Ensure that all departments in the City and the Board of Education comply with record keeping requirements and procedures of Occupational Safety and Health Administration. Ensure that all departments in the City and the Board of Education comply with random drug and alcohol testing requirements and procedures promulgated by the United States Department of Transportation. Ensure compliance with ergonomic standards promulgated by the Occupational Safety and Health Administration standards Ensure compliance with all other Occupational Safety and Health Administration rules and regulations applicable to safety and loss control. Follow requirements and regulations of all other local, state and federal guidelines for safety and loss control. Assist in organizing and participate in the City's and Board of Education's safety and loss control committee(s) to reduce frequency and severity of workers' compensation and liability incidents. Evaluate workers' compensation and liability accident records and their financial impact, conduct post-accident investigations into serious accidents and near-miss accidents and recommend safety and loss control measures to department management to prevent recurrences and frequency reductions. . Perform data analysis and trending, including root-cause analysis of incidents with recommended solutions for preventative measures. Evaluate liability and workers' compensation accident trends on department-by- department basis and make recommendations to reduce incidence of accidents through effective loss prevention and loss reduction measures. Provide workers' compensation and liability statistical loss data for all City and Board of Education safety and loss control committees and distribute detailed claims material to all departments in the City and Board of Education on a quarterly or as-needed basis. Evaluate all City-owned and Board of Education-owned equipment, new and used, for safe design and construction and recommend modifications to correct safety deficiencies. Perform safety and loss control training for departments throughout the City of Stamford and Board of Education. Ensure that departments in City and Board of Education comply with all insurance company safety and loss control recommendations. Review and recommend revisions to RFP's and bids, which contain safety and loss control requirements and/or implications. Develop and recommend safety and loss control budget to Risk Manager annually. Develop and implement safety incentive programs for City and Board of Education. Conduct random audits of City and Board of Education facilities to ensure compliance with safety and loss control standards and guidelines established by local, state and federal regulations. Conduct random inspections of departments throughout City and the Board of Education to evaluate housekeeping and facility defects. Recommendations to department management will follow random inspections. Maintain risk management's workers' compensation and liability claims databases. Assist City and Board of Education departments with respect to specific safety and loss control issues. Communicate safety and loss control programs to City and Board of Education departments and facilities. Maintain, compile, and submit regulatory OSHA compliance reporting in a timely manner. Be on-site for OSHA investigations and insurance adjuster inspections. Perform other duties as may be assigned from time to time by the Risk Manager.
KNOWLEDGE, SKILLS, ABILITIES AND OTHER ATTRIBUTES
Knowledge of risk management, including administration of safety and loss control preferably in the public sector. Proven track record in safety and loss control. Proven track record in public sector is an important asset. Ability to work effectively with personnel throughout the City and Board of Education personnel in order to develop and implement programs, which will effectively reduce the frequency and severity of accidental losses of the City and the Board of Education. Ability to plan, organize and implement safety and loss control programs in a diverse work environment. Effective communications skills, oral and written. Oral presentation skills very important Well-prepared, confident, nimble, persuasive, engaging and in command with a diverse audience. Strong working knowledge of various computer applications and programs, e.g., Microsoft Word, EXCEL and
ACCESS. MINIMUM QUALIFICATIONS
Graduation from an accredited college or university with a bachelor's degree and five (5) years of progressively responsible experience, in safety, loss prevention, risk management or a related field with professional experience in training and development, preferable in the public sector. Authorized OSHA Outreach Trainer certification, with completion of recent
OSHA 10 & 30
hour training.
