SAFETY AND OCCUPATIONAL HEALTH MANAGER
(TITLE 5), GS-0018-11, you will perform work in a broad range of ground safety program elements such as, inspections/surveys, evaluions, mishap investigions, advisory safety services to tenant organizions and safety training. Major Duties - This is NOT an all-inclusive list: Plans, directs, coordines, and evalues activities necessary to the overall management of the ground and weapons safety programs. Reviews health and safety plans/programs and develops and issues local directives and procedures establishing technical and administrive safety and occupional health requirements for industrial, construction, commercial, transportion activities, and explosives operions. Plans, schedules, and conducts periodic inspections and evaluions for the following: Facilities, equipment, operions to include munitions maintenance, loading/unloading explosives, missile handling, weapons firing ranges, comb training, sited explosives storage area, operional explosives storage locions and identifies deficiencies in the programs and variances to the standards using a comprehensive knowledge of regulions, standards, procedures, methods, and techniques to determine compliance with occupional safety and health regulions, DOD explosives safety standards and AF regulions. Plans investigions and analyzes mishaps and hazardous conditions to determine origin, causes, and contributing elements and prepares written evaluion reports concerning findings. Work operions and environmental conditions involve a substantial number and diversity of hazards which include those with significant severity and loss. Prepares supplements to regulions and manuals and develops specialized local regulions defining mishap prevention, handling, and storage procedures based on interpretion and/or adaption of higher command instructions and policies formuled by other Federal government agencies. Coordines with all installion offices, shops and sections regarding comprehensive occupional health mters affecting installion personnel and devises specialized opering practices involving diverse but recognized hazards. Prepares and revises local written procedures or abement actions for conditions not directly addressed by existing standards or guidelines to include safety instruction and guides th are relevant to weapons/explosives safety, storage, and transportion of weapons/explosives and might affect base employees and current or planned contractor operions. The areas of considerion for this position, Title 5 Excepted Service, in the following manner and sequence: The FIRST area of considerion for this position candides who mch through the Priority Placement Program (PPP). The SECOND area of considerion Veterans' Preference (VP) eligible. The THIRD area of considerion all excepted permanent and indefinite temporary technicians within the ILNG. The FOURTH area of considerion all current Federal Employees. The FIFTH area of considerion all Federal re-employment eligible. The SIXTH area of considerion all U.S. Citizens.
Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing de of this announcement. For a GS-11 position you must have served 52 weeks the GS-9 Level. An SF-50 th shows your time-in-grade eligibility must be submitted with your applicion merials.
SPECIALIZED EXPERIENCE
: GS-11 Level MUST possess least 1 year equivalent to least next lower grade level of GS-9: experience, educion, or training performing periodic/unscheduled inspections of base facilities, warehouses, and equipment maintenance operions and evalue compliance with applicable regulions and hazard system; recommend measures and methods to correct safety and occupional health deficiencies; participe in planning for testing of munitions, and assured integrion of explosive safety criteria in testing procedures; review test implemention directives for inclusion of approprie safety criteria; prepare supplements to regulions and manuals for aircraft weapons safety and developed local regulions defining applicable mishap prevention procedures. Experience refers to paid and unpaid experience, including volunteer work done through Nional Service programs (e.g., Peace Corps, AmeriCorps) and other organizions (e.g., professional; philanthropic; religious; spiritual; community, student, social).
