Environment, Health & Safety Manager Relay Resources - 3.3 Portland, OR Job Details Full-time 10 hours ago Qualifications CPR Certification Occupational health expertise Safety regulations Environmental law First aid Driver's License Insurance investigations Training & development AED Certification Full Job Description Compliance and Reporting Ensures compliance with all applicable federal, state, and local safety, health, and environmental laws and regulations Manages all aspects of OSHA's recordkeeping rules• Develops workplace safety training, standards, and procedure Audits company safety policies and programs annually and advises the Leadership Team when revisions or implementations are necessary Point of contact for OSHA visits; reports visits to the Leadership Team and advises on potential findings Reviews customer contracts for safety requirements and develops programs to ensure compliance; reviews and approves Site Safety Plans and Job Hazard Analysis as required by contract Assists with external audits (Source America, ISSA, OSHA) Has the authority to suspend operations that pose threats to workers' safety and health Assists employees with return-to-work compliance in accordance with to pandemic safety guidelines Provides safety KPIs to Relay leadership on monthly, quarterly, and annual basis, or as requested Workers' Compensation Management Administer workers' compensation program and ensure conformance to applicable laws and regulations Manage employee injury cases, Investigate, or oversee the investigation of claims, provide strategies to handle specific situations in consultation with the appropriate parties Track employee injuries to analyze root causes and identify company trends Attend workers' compensation hearings as needed; coordinate workers' compensation claims reviews internally and with the insurance provider Coordinate with physicians, insurance claims managers, Relay managers and supervisors for light duty positions for injured workers Administers early return to work program Training Develops and reviews safety training programs to support participation with company safety objectives, and to encourage safe work practices and compliance with all applicable federal and state safety laws and regulations Oversees scheduled monthly safety training for all employees within five different business lines Manages Relay Resources' driver training program Works closely with the learning and development team to develop training for new processes and procedures Manages First Aid/A.E.D./C.P.R. training and conducts classes to certify employees Work with Training Manager in the creation and implementation of training related to accident reporting, workers compensation, and other topics as needed. Insurance Claims Administration Administer and submit claims with Relay insurance carrier With support from FFS Manager, coordinate claims investigations with stakeholders including but not limited to compiling supporting documentation and other information requested and required by Relay's insurance carriers and claims adjusters to determine applicable coverage and the claim value Work collaboratively with FFS Manager and other Relay senior managers responsible for General Liability claims and with Relay's insurance broker to preserve Relay's rights under its insurance policies through collection and submission of timely incident reports with photos and complete information Perform investigations and site visits on claims as appropriate Notify the Relay accounting team of any large claims that exceed the deductible that will require invoice copies to be provided as part of the claim supporting documentation Collaborate with FFS Manager, VP Building Solutions, and CFO on filing and compiling supporting documentation on business interruption claims from Relay social enterprises related to property and/or equipment claims that prevent Relay from providing contracted service Maintain a summary of open and closed claims with estimated value of losses that can be shared with Executive Management and to accounting for financial reporting purposes Investigation Investigates work-related injuries and accidents involving Relay employees where equipment and/or property has been damaged. Reports findings to Relay management and to the Safety Committee Analyzes incident root causation and designs responsive action plans for work related injuries Analyzes Relay authorized driver incidents and violations along with DMV driving records and advises Relay management on appropriate action in accordance with policy Facilities and Fleet Program Oversight Oversees activities of Facilities, Fleet and Safety Team Ensures Relay's fleet vehicles are maintained and managed in compliance with state and local regulations as well as safety and insurance standards Manages the facilities budget, including expense tracking, cost containment, and assistance with setting annual maintenance and capital expenditures Responsible for overseeing communication to stakeholders across the organization as it pertains to Facilities, Fleet and Safety. Inspection Coordinates safety inspections of Relay owned facilities, contract sites, equipment, and operations to ensure compliance with safety and health standards and safe work practices Identifies actual and potential hazards and evaluates safety risks; reports findings and advises Relay management on preventative measures and/or solutions Coordinates site visits with SAIF's Senior Safety Management Consultant Other duties as assigned Qualifications and Education Requirements Degree in Occupational Safety and Health (or related field) or equivalent work experience Minimum of 3-5 years' experience in the safety field Excellent verbal and written communication skills, including training diverse groups of people Knowledge of and experience conducting investigations involving workplace injuries and accidents Knowledge and experience with the application of federal and state safety laws and regulations including, but not limited to the following: Lead Hazard Communications Asbestos Respiratory Protection Hearing Conservation Bloodborne Pathogens CPR/AED Certification (required). Membership with the American Society of Safety Engineers, the National Safety Council, Board of Certified Safety Professionals, and/or the National Fire Protection Association preferred Valid driver's license, reliable automobile, automobile insurance, and a safe driving record as defined by the Relay Resources Driving Policy Ability to pass criminal history background check and/or fingerprinting as appropriate at any time during employment Knowledge, Skills, and Abilities Ability to follow through on tasks and projects to completion exercising good judgement and accountability. Ability to work flexible hours, occasionally travel overnight, and respond to emergency calls and/or report to work sites as needed on evenings and weekends. Knowledgeable with Microsoft Office programs, including Microsoft Word, Excel, PowerPoint, and SharePoint. Experience in working with diverse and/or disabled population preferred. Knowledge of the workers' compensation system. Preferred Skills Bilingual, multi-lingual Scope & Accountability Performs duties independently Able to perform independent decision making Supervisory Responsibility Supervises the work of the Facilities and Fleet Manager and their assigned staff when needed.
