Overview The National HR, Safety & Compliance Manager leads recruiting administration, hiring coordination, employee onboarding records, standard human-resources documentation, and formal transportation safety and compliance processes across TopView's operations. The manager owns Indeed job advertising and applicant flow, maintains complete and confidential employment and compliance files, and coordinates formal response when serious safety events, accidents, drug or alcohol testing, investigations, audits, or regulatory matters arise. Role Distinction and Escalation Authority Operations managers remain responsible for daily field supervision, routine driver communication, immediate operational decisions, and day-to-day safety coaching. This national role becomes involved when an issue requires formal HR action, a serious-incident investigation, drug or alcohol testing, regulatory documentation, compliance review, corrective planning, or coordination across more than one location. The manager provides final HR/compliance guidance within assigned authority and escalates legal, executive, or regulatory matters to the National Operations Director and appropriate company leadership. Essential Duties and ResponsibilitiesRecruiting, Indeed and Hiring Administration Create, post, update, and monitor Indeed advertisements and other approved recruiting sources for drivers, dispatchers, operations, customer-service, maintenance, and support positions. Maintain accurate job titles, locations, schedules, minimum qualifications, screening questions, and posting status; remove or refresh advertisements as hiring needs change. Monitor applicant flow, screen applications against approved requirements, coordinate interviews with hiring managers, and track candidates through selection or disposition. Coordinate conditional offers, background checks, motor-vehicle records, license and qualification verification, pre-employment drug testing when required, and other approved pre-hire steps. Ensure hiring decisions and candidate communications are documented consistently and completed in accordance with company policy and applicable requirements. Track vacancies, time-to-fill, applicant sources, interview activity, offers, acceptances, and start dates; provide routine recruiting updates to leadership. HR Administration and Onboarding Prepare and maintain standard onboarding packets, offer documentation, Form I-9, tax forms, direct-deposit information, emergency contacts, handbook acknowledgments, policy forms, and position-specific records. Coordinate new-hire start dates, orientation schedules, system access requests, training assignments, uniform or equipment needs, and required introductions with the appropriate managers. Audit onboarding files for completeness before or shortly after the employee begins work and follow up on missing or expired documentation. Maintain confidential personnel and compliance records with controlled access, accurate retention, and timely filing. Process and document employee status changes, transfers, promotions, separations, and other approved HR actions. Provide managers and employees with consistent guidance on standard HR processes, forms, policies, attendance documentation, and escalation channels. Support formal employee-relations reviews by organizing records, gathering statements, documenting findings, and coordinating approved actions with leadership. Major Safety Events and Accident Management Serve as the central HR, safety, and compliance contact for serious accidents, injuries, high-risk events, and significant policy or regulatory concerns. Confirm that required accident reports, photographs, witness statements, police information, video-preservation requests, employee statements, and related records are collected and secured. Coordinate accident review with operations, maintenance, insurance, legal counsel, third-party administrators, and executive leadership as appropriate. Determine and communicate required post-accident administrative steps, including testing coordination, employee status, documentation deadlines, and follow-up assignments, based on applicable policy and regulations. Track investigations and corrective plans through completion and maintain an auditable record of findings, decisions, and follow-up actions. Identify accident and incident trends and recommend policy, training, process, or control improvements to leadership. Drug and Alcohol Testing Program Administer or coordinate the company's drug and alcohol testing program for covered employees and locations. Coordinate pre-employment, random, post-accident, reasonable-suspicion, return-to-duty, and follow-up testing when applicable and authorized. Maintain confidential testing records, random-selection documentation, chain-of-custody records, notices, results, and required follow-up information. Coordinate with collection sites, laboratories, medical review officers, consortium or third-party administrators, substance-abuse professionals, managers, and employees as appropriate. Train or arrange training for managers authorized to make reasonable-suspicion determinations and maintain completion records. Monitor testing deadlines, missed tests, refusals, cancellations, and other exceptions; escalate immediately according to policy and applicable requirements. DOT, Driver and Regulatory Compliance Oversee driver qualification and compliance-file standards, including licenses, medical documentation when applicable, motor-vehicle records, training records, testing documentation, and required acknowledgments. Monitor document expirations and clearance status and communicate restrictions or missing requirements to the appropriate operations manager before assignment. Coordinate internal audits, external audits, notices of violation, information requests, corrective-action plans, and other formal regulatory responses. Maintain current compliance calendars, record-retention schedules, policy updates, and evidence of completed corrective actions. Partner with NYC Compliance and NYC Training & Development to keep compliance requirements, training materials, testing, and employee records aligned. Stay informed of applicable federal, state, and local employment, transportation, drug-testing, and recordkeeping requirements and elevate needed policy changes. Team Leadership and Reporting Set priorities, deadlines, and quality standards for NYC Compliance and NYC Training & Development. Review compliance findings, training completion, onboarding status, open investigations, testing activity, and overdue records with direct reports. Provide leadership with regular dashboards or reports covering recruiting, hiring, onboarding completion, vacancies, accidents, testing, training, audit readiness, and corrective actions. Protect confidential information and ensure sensitive HR, medical, testing, accident, and investigation records are shared only with authorized parties. Travel to operating locations when a serious event, audit, investigation, training need, or major compliance concern requires on-site support. Qualifications Five or more years of progressively responsible experience in human resources, recruiting, transportation safety, DOT compliance, employee relations, or a closely related field preferred. Two or more years of leadership, program ownership, or multi-location coordination experience preferred.
