Job Summary:

The Executive Director Facilities Engineering & EHS oversees network operations for the Facilities and Environmental Health and Safety (EHS) Departments for JPS Health Network. This role provides direct consultation to the Planning, Design, and Construction (PD&C) department on all construction projects specific to design and construction for Mechanical, Electrical, and Plumbing (MEP) systems and compliance. This role ensures compliance with regulatory standards for building operations, medical equipment management, and healthcare-related codes. This position maintains all JPS network facilities (district-owned, district-leased, and newly built or renovated facilities and property) in compliance with all Authorities Having Jurisdiction (AHJs) to meet and/or exceed regulatory requirements for accreditation. The Executive Director provides leadership direction and support to all stakeholders to ensure compliance with all aspects of the physical environment to include safety, security, hazardous waste and materials, fire safety, medical equipment, and facilities management. This role collaborates with stakeholders to reduce incidents and improve regulatory compliance across all facilities.

Essential Job Functions & Accountabilities:

Oversees the near-term and long-term strategic planning for the Facilities and EHS departments relative to JPS Health Network's strategic, financial, and guality metrics. Oversees all functional areas of Facilities and EHS for the Main Hospital Campus, Community Health Clinics, JPS Ambulatory Surgery Center, and owned or leased properties including real estate assets. Develops, implements and manages budgets (operational, capital, and Grant Funds) respective to Facilities Engineering and EHS operations. Oversees the evaluation and completion of lifecycle costs analysis for all MEP equipment and systems utilized during capital planning. Partners and consults directly with the PDC department on capital planning budgets for MEP system replacements and upgrades for all construction projects. Engages in capital construction & renovation projects for JPS relative to design & installation of MEP systems. Reviews and approves all architectural plans and specifications related to Life Safety and MEP systems to ensure compliance with local, state, and federal code requirements on all construction projects. Serves as executive leader with direct oversight and responsibility of the programming, design, and construction efforts for the Central Utility Plant as part of JPS's Master Facilities Plan Program. Plans and establishes goals through the development of the strategic KPI's and organizational objectives for the physical environment management plan setting the organization up for success and establishing a strong safety culture. Oversees compliance and adherence of equipment acquisitions, and equipment dispositions to meet local, state, and federal requirements. Provides regulatory guidance and consultation to leadership and staff regarding accreditation standards, codes, and requirements, including The Joint Commission, CMS, FGI, IBC, NFPA, ASHRAE, NEC, OSHA, CAP, EPA, TCEQ, DSHS, and other applicable agencies. Develops and implements "Best Practices" (Standards) for existing on-going maintenance/replacement and future capital investment for all Mechanical, Electrical, and Plumbing systems, and Utilities Management. Qualifications:

Required Qualifications:

Bachelor's degree in Safety and Health, Healthcare Administration, Engineering, Business Administration or related field of study from an accredited college or University. 10 plus years of experience within facilities engineering, facilities management, and regulatory compliance of a health care facility or similar facility. 5 plus years of experience leading a team with a focus in the design, development, and general operational oversight of environmental, health, and safety disciplines. Certified Healthcare Facility Manager (CHFM)

•AHA. Certified Healthcare Safety Professional (CHSP)

•IBFCSM. Federal Emergency Management Agency (FEMA) ICS 100, 200 and 700 certifications to be obtained within one year of hire.

Preferred Qualifications:

Master's degree in Safety and Health, Healthcare Administration, Engineering, Business Administration or related field of study from an accredited college or University. Engineering degree from an accredited program or similar experience.
