Position Summary The Quality Control / Safety Manager is the company's independent quality and safety authority for a work-order-based vegetation management contract. The position owns two programs in the sector: the Contractor Quality Control Plan, which verifies that every work order meets contract specifications before it is presented to the Government for acceptance, and the Accident Prevention Plan, which keeps crews, equipment, and the public safe on the river. This is a position that works alongside the Sector Junior Program Manager as a two-person sector team, but with a separate reporting line to the Senior Program Manager so that quality and safety decisions are made independently of production pressure. The QC / Safety Manager has stop-work authority for any unsafe condition or nonconforming work. Essential Duties and Responsibilities Quality Control Implement the Contractor Quality Control Plan in the sector; conduct preparatory, initial, and follow-up inspections for each definable feature of work on every work order Verify field work against contract standards Provide quality control for operations: confirm Government approval is on file for each application site before treatment, verify product, and equipment calibration, enforce label and weather limits for application, and audit application records for completeness. Prepare and submit material and product submittals for Government approval and maintain the approved submittal register. Document acreage treated with GPS and photo records; coordinate with the Junior Program Manager on pre- and post-treatment aerial mapping surveys used to establish and close out each work order. Maintain the deficiency log; issue and track corrective actions to closure; conduct pre-final and final inspections with Government quality assurance representatives and assemble acceptance and closeout documentation. Prepare daily quality control reports and maintain QC records in the format the contract requires. Safety and Health Implement and enforce the Accident Prevention Plan and site-specific safety and health requirements across all sector work orders and subcontractors. Develop and maintain Activity Hazard Analyses for each phase of work; conduct daily tailgate safety briefings and periodic toolbox training for crews.

Manage heavy-equipment safety:

operator qualification records, daily equipment inspections, ground-personnel separation, swing radius and spotter requirements, and safe operation on slopes and riverbanks. Maintain the emergency action plan for each work site, including nearest medical facility, evacuation routes, and communications where cell coverage is limited. Investigate incidents and near misses, complete root-cause and corrective-action reports, maintain

recordkeeping, and report to the Senior Program Manager and Government as the contract requires. Conduct routine site safety inspections and audits of company crews and subcontractors; document findings and verify correction. Coordination and Reporting Serve as the sector point of contact for Government quality assurance and safety representatives; attend site walks, inspections, and progress meetings. Coordinate with the Junior Program Manager on scheduling of inspections so quality verification keeps pace with production. Report weekly to the Senior Program Manager on quality status, open deficiencies, safety metrics, and training completion for the sector. Required Qualifications Working knowledge of heavy-equipment operations and hazards: dozers, excavators, skid steers with mulching heads, mowers, water trucks, and haul equipment. Demonstrated ability to write inspection reports, hazard analyses, and corrective-action documentation clearly and completely. Ability to pass a federal background investigation Valid Texas driver's license with an insurable driving record. Proficiency with Microsoft Excel, Word, and Outlook; able to manage photo, GPS, and inspection records electronically. Compensation and Benefits Base salary of $80,000 per year, exempt. Company, mobile phone, and laptop provided. Benefits per company plan. Position is contingent on contract award and continues for the life of the contract, including option periods. Reporting Relationships and Authority Reports directly to the Senior Program Manager. The position is organizationally independent of the sector Junior Program Manager and production crews and is not subordinate to them. Holds authority to stop work for unsafe conditions or nonconforming work and to withhold work from presentation to the Government until deficiencies are corrected. No direct reports; provides direction to crews and subcontractors on quality and safety matters.

$60,000.00 - $80,000.00 per year
