Overview (Contingent) This specialized quality assurance position provides oversight of safety operations, facilities compliance, and technical quality activities at government facilities in support of strategic defense programs at Cape Canaveral, FL. The QA Oversight Representative I brings extensive experience with hull, mechanical, and electrical (HM&E) submarine systems and applies that expertise to evaluating and ensuring the quality and safety of contractor and government operations. The candidate conducts inspections, audits, and assessments to verify compliance with applicable technical standards, safety regulations, and program requirements. This role operates within a classified defense environment and requires a high degree of professional judgment, technical rigor, and adherence to government security and safety protocols. Responsibilities Perform quality assurance oversight of contractor and government facility operations, maintenance activities, and technical procedures at Cape Canaveral. Conduct safety and compliance inspections, audits, and surveillance of government facility operations to verify adherence to applicable regulations and program standards. Review and assess contractor quality management systems, procedures, and work products for compliance with applicable technical and regulatory standards. Identify non-conformances, deficiencies, and safety hazards; issue formal findings and track corrective actions through to verified closure. Apply subject matter expertise in HM&E submarine systems to evaluate technical work quality, procedural compliance, and safety of contractor and government activities. Coordinate with government safety officers, facility managers, and contractor QA personnel on all matters related to safety, quality, and regulatory compliance. Review and approve work instructions, procedures, and inspection plans prior to the execution of critical or high-consequence operations. Prepare and submit QA surveillance reports, audit findings, and compliance assessments to government stakeholders in a timely and accurate manner. Participate in safety incident investigations and root cause analysis activities; contribute findings and recommendations for corrective and preventive action. Maintain QA records and documentation in accordance with program requirements, government standards, and applicable configuration management practices. Required Qualifications Minimum 10 years of experience with hull, mechanical, and electrical (HM&E) submarine systems in a U.S. Navy or defense contractor environment. Minimum 3 years of direct experience overseeing safety operations at a government facility (DoD or federal). Active Secret security clearance required at time of hire; must maintain eligibility throughout duration of program support. Thorough knowledge of HM&E systems, safety standards, and quality assurance methods applicable to submarine and strategic weapon programs. Demonstrated experience conducting formal inspections, audits, and surveillance activities in a defense or government environment. Strong attention to detail and proven ability to accurately document findings, non-conformances, and corrective action requirements. Preferred Qualifications Military service background in the U.S. Navy submarine community, preferably in HM&E-related ratings such as Machinist's Mate (MM), Electrician's Mate (EM), Interior Communications Electrician (IC), or equivalent. Quality assurance certification such as ASQ Certified Quality Auditor (CQA), Certified Quality Engineer (CQE), or equivalent professional credential. Familiarity with DoD Quality Management System standards including MIL-I-45208, MIL-Q-9858, or

ISO 9001.

Prior experience at a Navy Strategic Weapons Facility, submarine maintenance facility, or comparable government installation. Working knowledge of OSHA, NAVOSH, and DoD safety standards applicable to government facility operations and hazardous work environments.. Specialized Experience HM&E Submarine Systems Minimum 10 years of direct operational, maintenance, or inspection experience with hull, mechanical, and electrical systems aboard or in direct support of U.S. Navy submarines. Experience must demonstrate applied technical knowledge of HM&E system components, maintenance standards, and associated safety and quality requirements. Government Facility Safety Operations Minimum 3 years of direct oversight responsibility for safety programs and compliance activities at a classified or DoD government facility. Experience must reflect first-hand authority and accountability for safety surveillance, hazard identification, and corrective action follow-through. Security Clearance An active Secret security clearance is required at time of hire. Candidates must be able to maintain clearance eligibility in accordance with government adjudicative guidelines throughout the full duration of program support. Interim clearances may not be accepted. Candidates are subject to all applicable security protocols, base access requirements, and government site policies at Cape Canaveral. About the Position This is a full-time, on-site position located at Cape Canaveral, FL. The role requires frequent physical presence on the facility floor and within operational areas to conduct QA surveillance, safety inspections, and compliance assessments. Personnel assigned to this position must comply with all applicable security protocols, base access requirements, personal protective equipment (PPE) standards, and government site policies at all times. The QA Oversight Representative I operates within a high-consequence, classified defense program environment.
