asbestos inspection surveys and bulk sampling, prepare Post Asbestos Management Plans using the Department of State asbestos inspection database, and provide industrial hygiene oversight and final clearance certification on abatement projects. Identify, characterize, and manage hazardous materials and hazardous waste from cradle to grave, including toxic material assessments, waste classification, packaging and dangerous goods shipping, retrograde disposal, and vetting of downstream treatment and disposal facilities. Perform Environmental Site Assessments to ASTM standards, direct ground and soil contamination analysis, and develop risk based remediation strategies and confirmation sampling programs. Own the project safety and health program, including the Accident Prevention Plan, Activity Hazard Analyses, field safety audits, incident investigation and root cause analysis, OSHA recordkeeping, and stop work authority for imminent hazards. Design and manage indoor air quality and mold investigations, radon measurement and mitigation verification, and sampling of HVAC and domestic water treatment systems, including microbiological parameters such as Legionella. Asbestos Inspector certification courses for Department of State personnel, hazard communication, and site specific safety orientation for field teams and local subcontractors. Manage project documentation through structured reporting and records systems, including sampling plans, chain of custody, laboratory data validation, manifests, certificates of destruction, and client deliverables, while safeguarding sensitive and controlled unclassified information. Collaborate with multidisciplinary teams and brief Facility Managers, Regional Security Officers, post medical staff, and OBO technical reviewers on findings, occupant risk, and corrective action priorities. Maintain current knowledge of EPA, OSHA, RCRA, TSCA, DOT and IATA, and Department of State regulatory requirements, and resolve conflicts between U.S. standards and host country law at overseas project sites. Experience Current certification in good standing as a Certified Industrial Hygienist (BGC), Certified Hazardous Materials Manager (IHMM), or Certified Safety Professional (BCSP). Dual or triple certification is highly desirable. Bachelor of Science in industrial hygiene, environmental engineering or science, chemistry, occupational safety and health, geology, or a closely related technical discipline. certification with annual refresher, OSHA 30 hour construction training, and DOT and IATA dangerous goods shipping certification, as applicable to the role. Demonstrated expertise in asbestos, lead, mold, radon, and indoor air quality programs, ASTM compliant Environmental Site Assessments, soil and groundwater remediation, and competent person qualification in high hazard disciplines such as confined space, fall protection, excavation, and scaffolding. Strong background in field records management, laboratory coordination and data validation, technical report writing, and defensible documentation for federal or institutional clients. Prior involvement in Department of State, OBO, Department of Defense, or other federal overseas facility projects is highly desirable, as is experience implementing U.S. standards with local national workforces. U.S. citizenship and the ability to obtain and maintain a Top Secret personnel security clearance issued by DCSA, a valid U.S. passport, and Department of State medical clearance for overseas travel. Willingness to travel worldwide, up to 60 percent, including to hardship and high threat posts, and ability to wear respiratory protection and full personal protective equipment. Working proficiency in a second language, particularly Spanish, French, Arabic, or Portuguese, is preferred.
