7:30 am to 4:30 pm, five days per week, Monday through Friday, except observed Federal holidays.
Duties and Responsibilities:
The
SITE SECURITY MANAGER
serves as the RAPIDS Site Security Manager (SSM) for RAPIDS. The SSM is responsible for activating all users and assigning roles for new and existing users via the Defense Manpower Data Center (DMDC)Security Online Web Application. Utilizes applicable RAPIDS User Guide and RAPIDS Security Standard Operating Procedure (SOP) for expanded roles. The Site Security Managers (SSMs) perform all responsibilities of a RAPIDS VO, as well as all SSM responsibilities. Each SSM is responsible for supporting each of the RAPID'S functions, which include but are not limited to the following: CAC cardstock and consumables: ordering, management, and accountability. Ensure policy and procedure compliance . Serve as the site administration and security, including maintaining the site's address information for the RAPIDS Site Locator. Documentation and training. Installation of new "plug and play" hardware components, i.e., mouse, fingerprint scanner, and smart card reader. Validation of the identity of individuals whose fingerprints cannot be captured. Document overrides in the event that a CAC recipient does not have proper identification documents. Use of the automated card management system. Maintain "ID Card Office Online" oversight. Review all information on the audit trail reports. Evaluate the audit trail report to monitor for fraud, waste, and abuse, and maintain it for one year and/or during the period of performance. Complete the VO training. Verifying Officials (VOs). The main function of a
RAPIDS VO
is to ensure uniformed service members, their family members, and other eligible beneficiaries receive the DoD benefits to which they are entitled. Issuing ID cards, the VO is on the front lines of defending national security interests and plays an important role in keeping our country safe. Performs all VO tasks, which include, but are not limited to, the following: Protects the privacy and confidentiality of data on the RAPIDS terminal screen. Verifies the identity of card recipients as required by the applicable regulations before entering applicant data in RAPIDS. Views and scans documents that establish benefit or ID card eligibility before entering data into DEERS or the issuance of ID cards. Enters DoD Sponsor and family member information, issues DoD ID cards using RAPIDS workstations, suspends privileges, and updates DEERS as necessary. Input and Maintain Records in

input and updates accurately and in a timely manner. Staff shall maintain all required information and records in the

system. Operate

equipment to update and maintain the electronic and paper filing system to support CAC statistics, hiring actions, and the entry of any additional CAC information and correspondence received. Develop and maintain a site roster of key POCs. Develop and accurately maintain a site roster of Site Security Managers (SSM) and Verifying Officers (VO), to include e-mail addresses, phone/fax numbers, mailing addresses, operating hours, etc., to facilitate future contact for conducting other administrative functions. Maintain rosters for all thirty-two (32) locations and submit them to the COR.
Qualifications:
Bachelor's degree in business management or related field, or five (5) years of relevant Program Management experience. At least three (3) years of operational experience processing identification issuance requests and issuing identification badges for building and system access, familiarity with DoD ID Card issuance policies and procedures, and experience training others on the proper use of the identification issuance systems or other DoD IT Systems. Tier III "Secret" Clearance in the JPAS System prior to commencement of work under this contract, due to the restricted access of the building in which they will be required to work.
