Job Description

USmax is seeking a Security Administration Manager to serve as the on-site team lead and primary point of contact for the Contracting Officer (CO) and Contracting Officer's Representative (COR) at the 89th Attack Squadron, Ellsworth AFB, SD. This position combines overall contract leadership responsibilities with the execution of Security Administration Manager (SAM) duties in support of approximately 200 military/civilian and 30 contractor security clearances within a TS/SCI operational environment. Duties and Responsibilities Serve as the on-site primary point of contact for the Contracting Officer (CO) and Contracting Officer's Representative (COR) with full authority to act on behalf of USmax on all daily contract matters Oversee contract performance across all three functional areas (Security Administration, Personnel Security, Physical Security) ensuring continuous operational coverage during core hours (0730L-1630L, Mon-Fri) Designate and manage an alternate Site Lead; names provided in writing to
CO/COR NLT 10
business days prior to performance start Prepare and submit monthly status reports, Quality Control Plan (QCP), Mission-Essential Contractor Services Plan, and Phase-Out/Transition Plan Execute the duties of the Security Administration Manager (SAM) IAW DoD and AF instructions Prepare, manage, and maintain local security databases, rosters, and tracking tools to administer the personnel security program for approximately 200 military/civilian and 30 contractor clearances Execute reinvestigations and in/out-processing for all assigned personnel Develop local tracking for security training, periodic reinvestigations, visit requests, alarm custodial lists, security violations, and installation entry authority lists (IEALs) Enforce standards and squadron policies for managing classified working papers and documents Develop, maintain, and present initial and continuation security training briefings to all assigned personnel Maintain and update all security program continuity binders and Standard Operating Procedures (SOPs) Conduct internal security Staff Assistance Visits (SAVs) and facilitate external inspections Process, file, and store security investigation reports; integrate lessons learned into unit training Coordinate introduction and control of removable media with the ISSM Execute required inspections and operational tests for the IDS/ADS system (Bldg. 1011); ensure fully mission-capable state and coordinate maintenance with Base Security Forces Process, generate, and file documentation for restricted area badges and classified access; conduct security out-briefings Execute escort duties for uncleared personnel in secure environments Program, update, and maintain security codes in IDS/ADS, cypher locks, and X-09 (or newer) locking devices Maintain and audit SF-700s, SF-701s, and SF-702s for all secure areas outside the SCIF Update the squadron Entry Authorization List (EAL) and deliver updated copies to BDOC monthly or as changes occur Oversee daily squadron security administrative processes including task lists, reinvestigation monitoring, SIF maintenance, and personnel in/out-processing Design and execute communication plans to publicize unit security program requirements to the 89 ATKS population Prepare, compose, and distribute memorandums, reports, forms, and briefings formatted
IAW AFH 33-337
(The Tongue and Quill) Serve as first point of contact for security inquiries; manage office correspondence Establish, maintain, and update paper and electronic filing systems

Minimum Qualifications Minimum 1 year of supervisory or project management experience Demonstrated proficiency in professional written and verbal communication Minimum 1 year of experience working in a TS/SCI facility Minimum 1 year of dedicated experience in security administration or program management Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook) Proficiency in DoD/AF security databases (DISS/JPAS or successor systems) Working knowledge of IDS/ADS alarm systems, cypher locks, and X-09 lock programming COMSEC eligible without additional authorization (no NID required) U.S. Citizenship required Preferred Qualifications 3+ years as a Security Administration Manager (SAM) or Unit Security Manager in a USAF or DoD environment Experience managing collateral and SCI security programs for 100+ personnel Experience conducting Staff Assistance Visits (SAVs) and facilitating external inspections (ACC/SSO, DIA) Deep familiarity with AFM 14-304, DoD 5105.21, DoD 5200.01, AFI 16-1404, AFMAN 16-1405, and
AFMAN 16-1406
Prior USAF military service or DoD civilian experience in a security administration role Experience with
DCSA/DISCO
clearance processing pipelines Prior on-site lead or program management experience on a DoD service contract Required Education High school diploma or equivalent required Associate's or Bachelor's Degree in Security Management, Criminal Justice, Intelligence Studies, or related field preferred but not required Relevant military training/certifications (e.g., USAF Security Forces, SSO training, CDSE coursework) may substitute for formal education Security Clearance Requirements Active TS/SCI clearance (must be current and in-scope) COMSEC eligible without additional authorization (no NID required) Work Location /
